About this opportunity
The Texas Health and Human Services Commission's Procurement and Contracting Services is soliciting bids on behalf of the Department of Family and Protective Services (DFPS) for a sequential resilience training system for statewide Child Protective Services management staff under IFB HHS0017795, with responses due November 12, 2026 at 10:30 a.m. No set-aside is specified. DFPS may award multiple contracts to serve one or more of its eleven regions.
The training must include at least ten hours of modules, each about one hour long, with video components, participant guides, and facilitator guides. Topics include neuroscience of resilience, psychological safety, growth mindsets, emotional intelligence, mindfulness, and organizational integration. The package must also include one live virtual train-the-trainer session led by the training author and a team implementation guide. Contractors must deliver fully developed, operational training within thirty days of award, in editable source files that conform to WCAG 2.0 Level AA, and integrate it into the DFPS Learning Management System.
Minimum qualifications require recognized resilience expertise shown through published works and prior keynote or training engagements with high-stress professionals, five years of relevant experience, and at least three verifiable references from similar contracts within the last three years. Evaluation considers cost, experience and performance record, and capabilities, with emphasis on supervision and staffing levels. DFPS is not obligated to select the lowest-cost response.
The contract runs from award through August 31, 2027, with no renewal options. DFPS may extend up to one year for continuity of service or transition. Pricing must be firm and fixed for the initial term, submitted on the Pricing Sheet in U.S. dollars. Required submissions include signed Exhibit A affirmations, Exhibit D pricing, Exhibit E bidder references, financial capability documentation, and addendum acknowledgment forms if addenda are issued. Inquiries go to Vivian Harrison at 512/406-2460.
