About this opportunity

The City of Waco, Texas is requesting bids on FY27 sludge hauling services under RFB 2026-047, with bids due August 24, 2026 at 10:00 a.m. Central Time and questions due August 18, 2026 at 1:00 p.m. Central Time. No set-aside or preference program applies.

The scope requires all labor, vacuum trucks, equipment, transportation, documentation, and incidental services to remove sewage sludge from Bull Hide Creek Wastewater Treatment Plant and transport it to Central Wastewater Treatment Plant for further processing. Services are provided on an as-needed basis with no guaranteed minimum quantity; the estimated annual volume is 1,248,000 gallons (approximately 4,000 to 5,000 gallons per load and 24,000 gallons per week, though actual quantities and frequency vary). Each vehicle must have a tank capacity between 2,000 and 5,000 gallons. Bidders must hold a current TCEQ Municipal Sludge Transporter Registration and provide sufficient hose (minimum 10 feet recommended) for loading and unloading operations. Contractors must maintain comprehensive insurance: workers' compensation at statutory rates, commercial general liability at $1,000,000 per occurrence, and business automobile liability at $1,000,000 per occurrence.

Pricing is submitted as an all-inclusive per-gallon rate for the estimated 1,248,000 gallons, exclusive of federal excise and state sales taxes. Early-payment discounts may be offered. The initial contract term runs October 1, 2026 through September 30, 2027, with the City holding options to renew for up to four additional one-year terms contingent on satisfactory performance, continued operational need, availability of funds, and City approval. Award is anticipated by September 24, 2026. The City will award to the lowest responsible bidder based on base bid. Submissions are made through the City's Bonfire e-Procurement portal or by physical delivery to Purchasing Services, 1415 North 4th Street, Waco. Contact: Melanie Wade, Purchasing Agent, 254-750-8098 or melaniew@wacotx.gov. Addendum No. 1 was posted August 18, 2026; bidders must sign and return it with their response.
