About this opportunity

The Ohio Department of Natural Resources, Division of Oil & Gas Resources Management is soliciting bids for laboratory equipment maintenance services at its Environmental Laboratory in Cambridge, Ohio. The procurement covers maintenance and repair services for PerkinElmer laboratory equipment, specifically an Avio 220 Inductively Coupled Plasma Spectrometry system and multiple PerkinElmer Gas Chromatograph units, for the contract period of July 1, 2026 through June 30, 2027. Deliverables include unlimited repair service for non-consumable parts, labor, travel, and phone/remote support, with Gold Service Plan coverage for the Avio 220 Max Base Instrument and Durabill Chiller, and Bronze Service Plan coverage for the Three Rack Autosampler, Dual Rinse ICP system, and various Clarus Gas Chromatograph units and Total Chrom Workstations. Contractors must be authorized by PerkinElmer to complete all maintenance and repairs on the specified equipment and must submit a formal quote with a signed NON-OPERS Member Acknowledgment form. All bidders must agree to Ohio State Standard Terms and Conditions. The bid due date is April 24, 2026, and all proposals must be submitted through Ohio Buys; proposals submitted through other channels will not be considered. Award will be made to the lowest responsive and responsible bidder based on low lot total, calculated by multiplying unit costs by estimated usage and summing across all line items.

Documentation indicates this procurement requires PerkinElmer manufacturer authorization as a critical qualification for bidders; however, no specific set-asides for disadvantaged enterprises or restrictions on organization types are identified in the available solicitation documents. No incumbent vendors or current contractors are listed in the provided materials. The equipment requiring maintenance integration includes specific serial-numbered PerkinElmer instruments with existing Gold and Bronze Service Plan configurations, indicating the selected contractor must align with established service levels and equipment specifications. Budget amounts and award values are not specified in the available documentation. Bidders should contact the ODNR ordering office at 2045 Morse Road, Building F, Columbus, Ohio 43229, or call 614-265-6922 for questions, or reach Jason McClarren at the Environmental Laboratory, 325 North 7th Street, Cambridge, Ohio 43725, at 740-439-5591 for technical inquiries. Failure to bid all items may result in a bidder being deemed non-responsive.
