About this opportunity

The Illinois Department of Revenue (IDOR) is issuing a small purchase contract to procure 275,000 numbered FY27 International Fuel Tax Association (IFTA) decals for use as annual vehicle registration decals. The decals must measure 3" x 3" with white lettering on a red background, pressure-sensitive adhesive backing, and consecutive numbering from 000001 to 275,000 (two decals per serial number). Bidders must submit five completed numbered decal samples by the bid opening date of February 20, 2026, demonstrating production capability and quality standards, with the contract term running from July 1, 2026, through October 31, 2026. The awarded vendor must deliver all final decals between July 1 and July 30, 2026, with delivery required within 45 days of proof acceptance at the Willard Ice Building Warehouse Receiving in Springfield, Illinois. All decals must be produced in the United States with pressure-sensitive adhesive, clear coating for 18-month weather resistance, consecutive numbering with no skips or blanks, and transparent ink colors guaranteed for 18 months. Proofs must be submitted and approved within 15 calendar days of contract award, 25 sample sets marked "SAMPLE" must be provided at initial delivery, and all production materials must be returned within two weeks of completion. All shipping and handling charges must be included in the bid price, and subcontracting is not permitted.

This procurement is designated as a small business set-aside, meaning only small business entities may respond. Small businesses awarded the contract are restricted in their ability to subcontract, with subcontracting to non-registered Illinois Small Business Set-Aside Program entities limited to no more than 49 percent of the total contract value. All vendors and subcontractors must comply with the Standard Illinois Certifications (Version 26.2), certifying compliance with 34 requirements covering legal entity status, absence of felony convictions, state tax obligations, environmental and labor law compliance, drug-free workplace standards, cybersecurity requirements, and restrictions on political contributions. Vendors must also maintain general liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, along with worker's compensation insurance as required by law, and comply with prevailing wage requirements if printing services exceed $200 per month or $2,000 per year. Submission must be made electronically through BidBuy only, with paper submissions prohibited. The contract maximum amount will be entered by the State prior to execution, though specific pricing information is not disclosed in the solicitation materials.
