About this opportunity
The Pennsylvania Department of General Services, on behalf of the Department of Environmental Protection's Waste Transportation Safety Program, is soliciting bids under Invitation for Bid 6100066726 for design, printing, imaging, and mailing of decal stickers and cab cards, with bids due December 3, 2026. The solicitation identifies no set-aside programs. Bidders must complete Worker Protection and Investment Certification (BOP-2201), Lobbying Certification (BOP-1307), and Iran Free Procurement Certification, which applies to contracts valued at $1 million or more. The Reciprocal Limitations Act form requires disclosure of each item's state of manufacture for procurements exceeding $10,000, and it bars award to New Jersey bidders on Department of General Services Certified Small Business procurements.
Daily electronic data arrives as CSV files through a Secure File Transfer Protocol site. The contractor produces two matching decal stickers and one cab card per record, each bearing a waste hauler number, vehicle identification number, expiration date, and WTSP logo, plus inserts and mailing packages. Estimated annual volumes are 48,000 decal sets, 48,000 inserts, and 8,200 mailing packages. Materials ship by USPS First Class or Priority Mail or another reputable secure service. Bidders must own or lease adequate equipment, hold USPS CASS certification, provide three work samples completed within the past five years, and demonstrate data processing, lithographic printing, variable imaging, and mail shop capability, preferably within a single production facility. Samples are due to the Commodity Specialist 48 hours before bid opening. Bidders must also submit a company profile and subcontractor disclosures, and any leased equipment requires a signed lease agreement under Section 535 of the Commonwealth Procurement Code.
Historical spending over the preceding five years totaled approximately $1.4 million, and the Commonwealth does not guarantee any level of usage. The initial term is one year, with up to four one-year renewals upon written notice at least 90 days before expiration. Renewal price increases for variable imaged decals, cab cards, and the driver's checklist may not exceed seven percent per line item and require documented supplier material cost increases submitted at least 60 days before expiration, subject to mutual agreement among DEP, the contractor, and the DGS Bureau of Procurement. The Mail Handling Fee is included in the evaluated price and remains fixed for the full term. Postage and shipping are reimbursed at documented cost without markup and excluded from evaluation. Award goes to the lowest responsive and responsible bidder on total evaluated bid price, and the Commonwealth may award by line item. The contract is an Established Price Contract. Transition requirements address continuity from the incumbent contractor. The solicitation schedules no pre-bid conference. Bids are submitted electronically through the Commonwealth's SRM system. The contact is Dan Covell at dcovell@pa.gov or 717-346-3828.
