About this opportunity

The Illinois Department of Transportation (IDOT) is soliciting bids for procurement of a single high-precision handheld 3D laser scanning system for testing and certification use, with bids due August 18, 2026. No set-asides or preference programs apply to this small purchase procurement.

The system will support pavement analysis at the Illinois Certification and Research Track (ICART) for certification of Transverse Pavement Profilers. All equipment must be newly manufactured and in current production at time of contract execution; remanufactured or reconditioned equipment is explicitly prohibited. The vendor must be an established manufacturer or authorized dealer responsible for equipment servicing. Subcontracting is not permitted.

Technical specifications are stringent: minimum accuracy of 0.025 mm, volumetric accuracy of 0.020 mm plus 0.040 mm/m, blue laser technology with a minimum of 30 laser lines, data processing of at least 1,800,000 measurements per second, working distance of 200–750 mm, maximum weight of 1.0 kg, and Class 2M eye-safe laser classification. The system must connect via single USB connection, operate within 5–40°C and 10–90% non-condensing humidity, and be compatible with Autodesk, Siemens, PTC, and other specified software platforms with multiple export formats. Bidders must provide proof of testing certification to VDI/VDE 2634 Part 3 and ISO 10360 standards from an ISO 17025 accredited laboratory.

The initial contract term runs from execution through June 30, 2027, with maximum total term not to exceed 10 years. Delivery is F.O.B. destination during regular business hours (8:00 a.m. to 2:00 p.m.) on weekdays, with vendor notification 24 hours prior. The vendor must maintain general commercial liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, plus $1,000,000 auto liability per occurrence. Pricing is estimated rather than firm, with freight included in unit prices; prices must remain firm for the first six months post-execution. Manufacturers' standard warranty applies from IDOT's in-service date, with vendor responsible for warranty repair pickup and delivery. Factory or dealer personnel must provide training on operation, routine service, and maintenance upon delivery. Vendors must comply with 34 state certification requirements under Illinois standard certifications; annual certifications are required by January 1 for contracts exceeding one year.
