1. Purpose and Scope The Illinois Department of Transportation requires a portable, handheld, metrology-grade 3D laser scanner for use by the Bureau of Research to perform pavement analysis at the Illinois Certification and Research Track (ICART) for the certification of Transverse Pavement Profilers. The system must be capable of capturing high-resolution 3D data in various environments without the need for rigid external positioning systems.
The Illinois Department of Transportation reserves the right to waive minor informalities, deficiencies, or technical variances which by their nature are restrictive to a given manufacturer, if in its’ judgement, it would be in the best interest of the State to do so and it would not prejudice the rights of other bidders.
Successful bidder shall be able to provide service after purchase, provide documentation and enumerating service locations.
Bids will only be accepted from established manufacturers or their authorized servicing dealers. Any bidder submitting a bid hereby guarantees that it is an authorized servicing dealer of the manufacturer and that the manufacturer has agreed to supply the dealer with all quantities of products required by the dealer in fulfillment of its obligations under any resultant contract with the State. Bidder must submit authorized servicing dealer letter upon request.
Delivery:
It will be the responsibility of the successful vendor to guarantee delivery within the quoted time and to require allied manufacturers or suppliers to complete the installation of auxiliary equipment in accordance with the quoted delivery time.
All equipment provided by the Vendor shall be fully operational when delivery is made. Any noted defects at the time of delivery shall be addressed by Vendor in the first 30 days of in-service.

Warranty:
Unless specified otherwise, Manufacturers’ standard warranty shall be provided. Bidder shall attach copies of warranty with bid. Warranty shall commence at the Illinois Department of Transportation in-service date. If any equipment fails to conform to the warranties during the applicable warranty period, the Vendor or Manufacturer will adjust, repair or replace the equipment at no charge to the Department.
Vendor shall facilitate pickup and delivery of equipment at Vendor's cost if warranty repair(s) are made off-site during the warranty period. The contract Vendor is responsible for any failure of their allied or sub-contractors’ fulfillment of said warranties.
2. Minimum Salient Characteristics (Technical Requirements) Bidders certify that the proposed system achieves the following results in a single, continuous operation:
Ultra-Resolution Surface Capture The scanning unit shall have a minimum accuracy of 0.025 mm (0.0010 in).
Scanning Technology The scanning unit shall have blue laser technology with a minimum of 30 laser lines (+1 extra line)
Volumetric Accuracy The scanning unit shall have a volumetric accuracy of 0.020 mm + 0.040 mm/m (0.0008 in + 0.0005in/ft). This metric is critical for ensuring part-to-part alignment over long distances
High-Speed Data Processing:
To meet State productivity mandates, the scanning unit shall capture and process at least 1,800,000 measurements per second.
Working Distance The scanning unit shall have a minimum working distance of 200 mm to 750 mm (7.9 in to 29.5 in).
Depth of Field The scanning unit’s depth of field shall be a minimum of 550 mm (21.7 in).
Weight The scanning unit shall have a maximum weight of 1.0 kg (2.2 lbs) to ensure ergonomic use for long-duration inspections
Operating Temperature Range The scanning unit shall have an operating temperature range of 5-40 °C (41-104 °F)
Operating Humidity Range The scanning unit shall be capable of operating in a humidity range of 10-90%, non-condensing.
Connectivity The scanning unit shall require only a single USB connection for power and data.
Eye Safety The laser light source shall be classified as Class 2M (eye-safe) to allow operation without specialized safety barriers.
3. Quality Assurance
Traceable Certification The Illinois Department of Transportation will require bidder to provide proof that the device was tested, based on VDI/VDE 2634 Part 3 and ISO 10360, in an ISO 17025 accredited laboratory.
