About this opportunity

The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services division is requesting bids on groceries and food products for Big Spring State Hospital under IFB HHS0017660V2, with bids due August 28, 2026 at 10:30 a.m. and questions due August 19, 2026 at 5:00 p.m. No set-aside, preference program, or minority-participation requirement applies.

The scope covers approximately 100 line items of food and supplies — proteins, prepared foods, dairy products, pantry staples, beverages, and food service packaging — with quantities ranging from 10 to 70 cases per item. Bidders must supply at least 90 percent of listed items to qualify for award. Deliveries are required between 7:00 a.m. and 2:00 p.m. on specified dates, excluding 11:00 a.m. to noon, and must arrive on time as requested. All products must comply with contractual specifications and be guaranteed for a minimum of 90 days or per manufacturer's warranty, whichever is greater. Contractors must sign the Warranty and Complaint Resolution Form committing to resolve complaints within 90 days, respond to problems within 72 hours of HHSC notification, and reimburse or replace non-specification shipments in full regardless of production run dates. Associated costs borne by the contractor include storage (beginning day 10 post-notification), HHSC employee time at $20 per hour (beginning day 30), sample and shipping, warehouse, and third-party laboratory testing at FSIS-approved facilities.

The historical monetary value for the same or similar goods from September 1, 2024, through August 31, 2025, was $32,226.36, provided as a guideline only and not a guarantee. Pricing must be firm, fixed, and inclusive of all labor, equipment, materials, and supplies for the contract life. Price adjustments are permitted only at HHSC's sole discretion, correlated with Consumer Price Index Region VI indices; price decreases must be implemented immediately. The contract runs from September 1, 2026, through August 31, 2027, with one optional one-year extension at HHSC's sole discretion. Both HHSC and the Department of State Health Services may use any awarded contract. Evaluation criteria include ability to meet specifications, delivery-requirement capacity, and price, with HHSC reserving the right to make single or multiple awards based on best value. Addendum responses will be posted by August 25, 2026.
