About this opportunity
The Illinois Law Enforcement Training and Standards Board is requesting quotes for court reporting services for administrative hearings in Springfield and Chicago with a proposal deadline of September 25, 2026. The Board seeks a single vendor for both locations with no service splitting permitted; this is a critical scope constraint that filters bidders capable of maintaining dual-location operations.
Court reporters must be Certified Shorthand Reporters licensed through the Illinois Department of Financial and Professional Regulation and demonstrate a minimum of two years of experience providing court reporting services to at least three clients within the past two years. Deliverables include non-certified transcript copies within ten days of each hearing, with expedited seven-day delivery available upon request. All transcripts must meet a minimum 98% accuracy threshold, with corrections due within five business days if standards are not met. Vendors must provide their own supplies, including audio recording and transcription equipment and maintain strict confidentiality of all hearing information.
The contract term runs from date of execution through June 30, 2028. The total contract value will not exceed $100,000 over the two-year term, with all quantities being estimates and no guarantees regarding the number of hearings to be held. The Board will reimburse documented travel expenses exceeding 50 miles at the applicable state rate; no other transportation costs are covered. Cancellation fees apply only when hearings are canceled less than 24 hours prior to the scheduled time. Vendors must submit quotes electronically via BidBuy and complete Standard Illinois Certifications and Form W-9 as prerequisites to award. All work product becomes the exclusive property of the State of Illinois upon creation. General commercial liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate is required. Contract performance locations are 2020 W. Roosevelt, Chicago, IL 60608 and 500 S 9th St, Springfield, IL 62701.
