About this file
This Request for Quote (RFQ) is issued by the Illinois Law Enforcement Training & Standards Board to procure court reporting services for administrative hearings in Cook County and Sangamon County. The Board seeks a single vendor capable of providing services at both locations—Chicago (2020 W. Roosevelt, Chicago, IL 60608) and Springfield (500 S 9th St, Springfield, IL 62701)—with no service splitting permitted. The contract term spans two years, and vendors must submit quotes electronically via BidBuy. The RFQ specifies that court reporters must be Certified Shorthand Reporters licensed through the Illinois Department of Financial and Professional Regulation, with experience in verbatim dictation of hearings. Required deliverables include non-certified transcript copies within ten days of each hearing, with expedited seven-day delivery available upon request. All transcripts must meet a minimum 98% accuracy threshold, with corrections due within five business days if standards are not met. Vendors must demonstrate a minimum of two years of experience providing court reporting services to at least three clients within the past two years.
The total contract value will not exceed $100,000 over the two-year term, with all quantities being estimates and no guarantees regarding the number of hearings to be held. Vendors must provide their own supplies, including audio recording and transcription equipment. The Board will reimburse documented travel expenses exceeding 50 miles at the applicable state rate; no other transportation costs will be covered. Cancellation fees apply only when hearings are canceled less than 24 hours prior to the scheduled time, as specified in BidBuy. Vendors must maintain strict confidentiality of all information and restrict disclosure to employees, subcontractors, or agents with legitimate access needs. No incumbent or set-aside information is provided in the RFQ.
