About this opportunity
The Illinois Department of Transportation (IDOT) is requesting bids for forklifts for its Day Labor Unit and Bureau of Materials under IFB B52904, with bids due July 22, 2026. The solicitation covers two distinct line items: a 13,500-pound diesel forklift and a 3,500-pound electric forklift. Only newly manufactured equipment is acceptable; remanufactured or reconditioned units will not be considered.
Bidders must be established manufacturers or authorized dealers and must submit a letter of authorization upon request. The diesel forklift specification requires a six-wheel, rider-type unit with a fuel-injected liquid-cooled diesel engine (minimum 105 gross horsepower), automatic multi-speed transmission, power steering, three-stage mast with 240-inch extended height and 113-inch retracted height, ROPS/FOPS overhead guard, and compliance with Federal, OSHA, and ANSI safety standards. The electric forklift must feature a stand-up rider operator station, 36-volt Lithium-Ion battery with dual 5.5-horsepower AC drive motors, industrial fast-charge charger, two-stage mast (187-inch extended height for the base specification; one-stage mast with 118-inch height for District 0 Materials Lab), LED lighting with amber warning strobe, ROPS/FOPS overhead guard, and full compliance with current Federal, State, ANSI, NEMA, and OSHA standards. Both units must include educational instruction by qualified factory or dealer personnel covering operation, routine service, and maintenance; operator's manuals, parts lists, and service manuals may be provided on flash drive.
The initial contract term is 36 months from execution, with a maximum total term not exceeding ten years including renewals or extensions. Delivery is F.O.B. destination to IDOT-specified locations during regular business hours (8:00 a.m. to 2:00 p.m., Monday–Friday); freight costs must be included in unit pricing. The manufacturer's standard warranty is one year minimum from date of acceptance. Bids must remain firm for 180 days from opening. Bidders may bid individual line items; award will be made to the lowest priced responsive and responsible bidder per line item. Vendors awarded contracts of $1,000 or more must pay a $15 fee to the Minority Contractor Opportunity Initiative, deducted from the first Comptroller check. Subcontracting is not permitted. Required insurance includes General Commercial Liability of $1,000,000 per occurrence and $2,000,000 annual aggregate, Auto Liability of $1,000,000 per occurrence, and Workers' Compensation as required by law.
