About this opportunity
The Commonwealth of Massachusetts, Executive Office of Energy and Environmental Affairs, is requesting quotations for HVAC and electrical installation at the MEP Westborough Headquarters (183 Milk Street, Westborough, Massachusetts) under RFQ MEP-001-27SEPT~6, with proposals due September 24, 2026, and a mandatory site visit on September 10, 2026, at 11:00 AM. The procurement carries a Small Business Purchasing Program (SBPP) preference whereby SBPP-registered participants meeting best-value criteria will be awarded the contract in priority over non-SBPP bidders.
Vendors must be registered with the Massachusetts Statewide Contract TRD01 in categories covering Electrician Services, General Contracting Services, or HVAC/Sheet Metal Services. The scope includes furnishing and installing one ductless HVAC split system (indoor and outdoor units, insulated refrigerant line sets, condensate drain piping, electrical disconnect, control wiring, and thermostat) in a server room on the third floor of a Victorian-style house, and a dedicated 20-amp, 120-volt branch circuit from the existing electrical panel to the attic space, a dedicated circuit to the split system unit, one 20-amp quad receptacle with four outlets, conduit, cable, junction boxes, and circuit breaker installation with proper labeling and testing. All penetration points must use a single shared penetration located to the right of the second-story window and below the soffit, with a secondary penetration through a second-floor closet ceiling; all penetrations must be appropriately sealed, including exterior sealing. The contractor is responsible for all permits, inspections, debris removal, pressure testing, evacuation, refrigerant charging, system startup, functional verification, and compliance with the National Electrical Code and applicable building codes.
Pricing must be submitted as a not-to-exceed fixed-price quotation with an itemized bid and installation schedule accounting for all labor, materials, permits, inspections, and associated fees. The contract start date is October 5, 2026, with final deliverables due October 16, 2026. Vendor questions are due September 15, 2026, with responses posted by September 18, 2026. All proposals must be submitted electronically through COMMBUYS.
