About this file
This is an addendum to a Request for Quotation (RFQ) issued by the Executive Office of Energy and Environmental Affairs, Commonwealth of Massachusetts, for MEP (Mechanical, Electrical, Plumbing) work at Westborough Headquarters. The addendum clarifies the Electrical/HVAC penetration points required to access the third floor of a Victorian-style house located at 183 Milk Street, Westborough. The scope of work includes furnishing and installing one ductless HVAC split system with an indoor air handler on the third floor and outdoor condensing unit to address cooling and heating needs in a server room, along with a dedicated 20-amp, 120-volt branch circuit and quad receptacle in the attic space. Both the HVAC and electrical installations must utilize a single shared penetration point located to the right of the second-story window and below the soffit, with a secondary penetration through a second-floor closet ceiling to reach the third-floor space. The project requires all penetration points to be appropriately sealed, including exterior sealing, and all work must comply with the National Electrical Code and applicable building codes.
The contractor is responsible for all aspects of the HVAC installation including pressure testing, evacuation, refrigerant charging, system startup, and functional verification, as well as electrical work including dedicated circuits from the existing electrical panel. All piping, wiring, and equipment must be surface mounted and secured in accordance with applicable codes and industry standards. The addendum specifies that penetrations should not be made through load-bearing members and that all other terms and conditions of the original RFQ remain unchanged. The project is governed under Massachusetts General Law Chapter 7, Section 22; Chapter 30, Sections 51 and 52; and 801 CMR 21.00 (Goods and Services).

ADDENDUM
BD-27-1042-ENVOP-FAC01-133119
This addendum is issued to clarify and correct the Electrical/HVAC Penetration point (s) outlined in the RFQ.
The HVAC/Electrical team will need to make the appropriate penetration points to gain access to the third floor as roughly outlined below:
The penetration point will be to the right of the second story window and below the soffit (see Image A). This will then enter a second-floor closet (see Image B) with a second penetration through the ceiling (see Image C) to enter the third-floor space.
As a reminder: All penetration points need to be appropriately sealed including the exterior.
All other terms and conditions of the RFQ remain unchanged. Bidders are advised to review this addendum carefully.
Thank you, Louis Mattei

II. Applicable Procurement Law This Solicitation is issued, and any contract will be awarded, under MGL c. 7, § 22; c.
30, § 51, § 52; and 801 CMR 21.00 (Goods and Services).
III. Scope of Work for Installation of HVAC Split System and 20-Amp Quad Receptacle in
Attic Space
In accordance with the latest recognized National Electrical Code, (and all other applicable codes) the contractor shall be responsible for furnishing, installing, and commissioning all the equipment listed below:
HVAC Split System Installation
• Furnish and install one (1) ductless HVAC split system to address cooling and heating needs in a server room located on the third floor of a Victorian style house (see attachment B).
• Install indoor air handler in designated area (see attachment B) and outdoor condensing unit in designated area (see attachment C) in accordance with the manufacturer's installation requirements.
• Install insulated refrigerant line set between indoor and outdoor units.
• Install condensate drain piping with secondary drain and overflow protection, as required by applicable building codes.
• All lines and piping should be surface mounted up the front of the house and shared with the electrical install at a single point of penetration below the roof soffit. Penetration should not be through a load bearing member. To be sealed appropriately upon completion.
• Install electrical disconnect at the outdoor condensing unit.
• Install control wiring and thermostat.
• Pressure test, evacuate, and charge the refrigerant system as required.
• Start up the system, verify proper operation, and perform functional testing.
• Secure and support all piping, wiring, and equipment in accordance with applicable codes and industry standards.
Electrical Work
• Furnish and install one (1) dedicated 20-amp, 120-volt branch circuit from the existing electrical panel to the attic space.
• This should be a surface mounted circuit that extends up the front of the house and penetrates below the roof soffit on the third floor. Penetration should not be through a load bearing member. The penetration point should be shared with condensate and cooling lines from split system install. To be sealed appropriately upon completion of work.
• Furnish and install one (1) dedicated circuit from the existing electrical panel to the split system unit.
