The excavator must be equipped with two buckets (42-inch digging bucket at 1.31 cubic yards and 72-inch grading/ditch bucket at 1.12 cubic yards), independent hydraulic track motors, a fully enclosed deluxe cab with climate control, and integrated monitoring systems. District-specific options available include boom and stick conversion kit, JRB Power latch universal coupler, hydraulic thumb, diagnostic scan tool, and hydraulic-powered breaker attachment with quick-change design.
Vendors must be established manufacturers or authorized dealers authorized to service equipment within Illinois. The initial contract term is 36 months, with a maximum total term not exceeding ten years including renewals. Delivery is F.O.B. destination during regular business hours to an IDOT-designated location. All bids must remain firm for 180 days from opening. Bidders must submit vendor disclosures, Illinois Procurement Gateway registration if applicable, proof of authorized dealer status, warranty documentation, and a formal specification compliance acknowledgment. The state will award to the lowest priced responsive and responsible bidder. General Commercial Liability of $1 million per occurrence and $2 million annual aggregate, Auto Liability of $1 million per occurrence, and Worker's Compensation insurance are required throughout the contract term. A $15 administrative fee supporting the Minority Contractor Opportunity Initiative will be deducted from the first payment for contracts valued at $1,000 or more.
