About this file
This is an Invitation for Bid (IFB) document submitted as an offer to the State of Illinois through the Illinois Department of Transportation (IDOT) for the procurement of a Long Reach Tracked Excavator weighing 96,000 lbs. The solicitation number is B-53945 and is designated for IDOT Day Labor use in fiscal year 2027. The document establishes the framework for bidders to submit their offers in compliance with the specified requirements outlined in the solicitation. Bidders are required to complete all mandatory documentation listed in Section A.1 of the solicitation, with failure to meet all requirements resulting in automatic disqualification. The form provides space for bidders to declare their authorized representative and formally submit their bid for State acceptance.
The document includes provisions for bidders to claim applicable Illinois procurement preferences, including the Illinois Business Preference and Domestic Product Preference, provided that vendors complete the required affidavits and properly designate items in their submissions. Bidders may take exceptions to the Standard Terms and Conditions by submitting a redline version of the applicable terms, though the State reserves the right to accept or reject any proposed exceptions. The Standard Terms and Conditions applicable to any resulting contract are available on the Illinois CPO website. The form contains multiple unchecked checkboxes and blank fields for bidder information, signatures, and dates, indicating this is a template document awaiting completion by interested vendors.
