The contract covers chain-link fencing and electric gate work across all ten District 2 counties: Boone, Carroll, Henry, Jo Daviess, Lee, Ogle, Rock Island, Stephenson, Whiteside, and Winnebago. Required work includes maintenance, repair, replacement, and alterations of commercial chain-link systems, including terminal and line posts, top rail, tension wire, barbed wire, hardware, concrete foundations, and automatic gates up to 40 feet wide with wireless control. Vendors must hold an Illinois Electrical License for electrical components, respond to service calls within four hours, and resolve them within 48 hours. Subcontracting is not permitted. Insurance requirements are $1 million per occurrence general liability with a $2 million annual aggregate, $1 million per occurrence auto liability, and workers' compensation as required by law. Prevailing wage applies under the Illinois Prevailing Wage Act and the Illinois Procurement Code.
The initial term is 36 months from the last signature, with a maximum total term of ten years. Pricing is estimated rather than firm. Materials and parts are reimbursed at actual cost from approved sources with no markup, and any estimate or proposal for work exceeding $500 requires written Department approval before work begins. The offer form allows bidders to claim the Illinois Business Preference and the Domestic Product Preference, each with supporting documentation. Award goes to the lowest-priced responsive and responsible bidder. The contract may be partially or wholly federally funded, with the percentage disclosed at award. Bids must remain firm for 180 days from opening. The IFB references a pre-submission conference, with attendance requirements set out in the BidBuy posting.
