About this file

This is an Invitation for Bid (IFB) offer form submitted to the State of Illinois for IDOT District 2 Fencing Maintenance and Repair Services, identified as solicitation B-53698. The procurement seeks vendors to provide fence and gate installation, maintenance, and repair services for the Illinois Department of Transportation District 2. The document is a standard bidder response form that requires vendors to confirm compliance with all solicitation requirements, acknowledge the application of Standard Terms and Conditions available through the Illinois Procurement Office, and declare any exceptions to contract terms. Bidders are instructed to reference the complete solicitation documentation, specifically section A.1 for Required Documents, with failure to meet all stated requirements resulting in disqualification.

This procurement is designated for the Small Business Set Aside Program, restricting bidding eligibility to qualified small business vendors only. The IFB form provides options for bidders to claim various Illinois Procurement Code preferences, including the Illinois Business Preference and Domestic Product Preference, with appropriate documentation required for each claimed preference. Bidders taking exception to standard contract terms must submit a redlined version of the Standard Terms and Conditions with their offer, subject to State acceptance or rejection. The form requires authorized representative signature and completion of all applicable fields to constitute a valid bid submission to the State of Illinois.
