About this opportunity
The Illinois Department of Transportation is soliciting bids on 32,472 ETP road flares (fusees) over a two-year contract period, with proposals due July 14, 2026.
Flares must meet detailed performance and safety specifications: 11 to 14 inches in length with plastic protective cap, red-phosphorus-treated internal striker, minimum 20-minute burn time, reliable operation in wet and inclement weather, and flexible wire stand for roadway placement without direct pavement contact. All items must be self-contained and free of Potassium Perchlorate and other known environmental contaminants. Cases shall contain a minimum of 36 units and not exceed 72 units per case, with packaging designed to prevent moisture accumulation. Delivery is to IDOT's facility at 3501 S. Normal Ave, Chicago, IL 60616.
IDOT reserves the right to place a minimum initial order of 25 percent of total quantity (8,118 flares) and may order one to two pallets per shipment, with the option to ship all items at one time. Pricing shall be provided on a per-flare basis with F.O.B. destination shipping terms.
Vendors must comply with Illinois Standard Terms and Conditions for General Services contracts, including the State Prompt Payment Act, prevailing wage obligations where applicable, and mandatory insurance coverage (general commercial liability of $1 million per occurrence and $2 million aggregate, plus worker's compensation as required by law). Records must be retained for three years from final payment or contract completion, or five years if federal funds are utilized. Vendors must complete Standard Illinois Certifications (Version 26.2) covering 34 compliance areas addressing financial obligations, criminal history, ethical conduct, employment practices, environmental compliance, and operational standards. For contracts exceeding one year, recertification by January 1 of each subsequent fiscal year is required. All work product is deemed work for hire with exclusive ownership vesting in the State.
