About this file

This is a specification requirements document for the Illinois Department of Transportation (IDOT) procuring ETP Road Flares. IDOT seeks to purchase a total of 32,472 individual fusee/flares over a two-year contract period from the date of execution. The flares must meet specific performance and safety standards, including dimensions of approximately 11 to 14 inches in length with a plastic protective cap and internal striker treated with red phosphorus. Each flare must burn for a minimum of twenty minutes, function reliably in wet and inclement weather conditions, and include a flexible wire stand for roadway placement without direct pavement contact. The flares are to be shipped in cases containing a minimum of 36 units and not exceeding 72 units per case, with packaging designed to prevent moisture accumulation. All items must be delivered to IDOT's facility at 120 ETP, 3501 S. Normal Ave, Chicago, IL 60616. IDOT reserves the right to place a minimum initial order of 25 percent of the total quantity (8,118 flares) and may order one to two pallets per shipment, with the option to have all items shipped at one time.

Pricing shall be provided on a per-flare basis with shipping terms on an F.O.B. destination basis. The flares must be self-contained units free of Potassium Perchlorate and other known environmental contaminants. All roadway flares must arrive in good condition and be invoiced in a timely manner per specification requirements. Prospective vendors should contact Jim McKay at james.mckay@illinois.gov or 773-624-0470 for additional information regarding this procurement opportunity.

Attachment A - Specification Requirements:

The fusee/flare shall consist of a tube of suitable material containing flare composition together with a suitable means of ignition by friction. The fusee/flare should be approximately 11 to 14 inches in length with a plastic protective cap with striker on the inside. The surface of the striker should be treated with red phosphorus and covered with a plastic striker cap for safety reasons.

The ignition head of the fusee/flare should fasten to the fusee/flare in such a way that it can tolerate the friction from the scratching surface contained in the striker cap and will not break off when struck.

The fusee/flare should be able to burn for a minimum of twenty (20) minutes. The ignition compound should be impervious to water and be able to function in wet, inclement weather. These fusees/flares are placed upon the roadway during all conditions, including rain and snow.

The fusee/flare should be a self-contained unit. It should have a wire stand connected to the body of the fusee/flare which allows the fusee/flare to be placed on the pavement without touching it. This stand should be part of the fusee/flare and be made of flexible wire. The wire should be easy enough to bend by hand, but strong enough to keep the fusee/flare off of the pavement. It should have no sharp edges and present no dangers to the motoring public if it is accidentally left on the pavement.

The fusee/flare should contain no Potassium Perchlorate or other known environmental contaminants.

Vendors shall include pricing with their cost per flare, and the shipping terms will be F.O.B. destination. Total number of individual fusees/flares shall be 32,472. Each Case should contain a minimum of 36 flares and not to exceed 72 flares and shipped in a carton with a plastic bag to prevent moisture from accumulating. The number of cases and units per case may vary. All items to be shipped to IDOT 120 ETP, 3501 S. Normal Ave, Chicago, IL. 60616. Contact information Jim McKay james.mckay@illinois.gov or 773-624-0470.

The Department of Transportation reserves the right to place a minimum order of 25% of the 32,472 flares. In this instance, that quantity would be 8,118 flares. This is a 2-year contract, from date of execution. All roadway flares must be shipped, received in good condition, and invoiced in timely fashion per specification requirements. The Department also reserves the right to have all items shipped at 1 time. IDOT reserves the right to order 1 to 2 pallets per order.
