About this opportunity

The Illinois Department of Transportation (IDOT), District 1, is soliciting bids for demolition and removal services on a salt dome building (D1014) at the Edens Maintenance Yard under IFB B-53973, with bids due October 14, 2026. This solicitation is restricted to the Illinois Small Business Set Aside Program; only vendors holding approved Illinois Small Business certification are eligible.

The scope encompasses complete demolition and removal of the 84-foot by 84-foot (approximately 4,500 square feet) wood-frame salt dome structure, including all concrete walls above the slab, wood walls, and roof, with concrete slabs and foundations remaining in place. The contractor must remove and haul all debris to IDOT's satisfaction, complete site cleanup within 48 hours of completion (or return for additional cleanup if required), and submit an IEMA demolition/renovation/asbestos project notification form at least 10 days before work begins. The 1999 asbestos testing report yielded negative results; the contractor remains responsible for all permitting, testing, compliance documentation, and landfill disposal paperwork. The contractor must have occupied an office and been primarily engaged in demolition services for more than three years and must comply with the Illinois Prevailing Wage Act. Subcontractors are not permitted.

No estimated maximum contract amount is stated; pricing is determined by the State prior to execution. The initial contract term is twelve months from final signature, with a maximum total term not exceeding ten years. The contractor must maintain general commercial liability of $1 million per occurrence with $2 million annual aggregate, auto liability of $1 million per occurrence, and workers' compensation insurance as required by law. For contracts exceeding $50,000, a performance bond from an Illinois-licensed surety is required. Bidders may claim Illinois Business Preference and Domestic Product Preference with supporting documentation. All bids must comply with the State's Standard Terms and Conditions; exceptions require a redlined version submitted with the offer.
