About this opportunity
The Illinois Department of Transportation (IDOT) is soliciting bids under FY27 CO 60s045, a rebid for a full-size, four-door 4x4 SUV, with bids due November 4, 2026. The solicitation is open to all vendors in BidBuy. The vehicle will transport sensitive testing equipment and public officials to emergency repair projects and meetings statewide, and tow message boards and other equipment during emergencies and flood response. IDOT's Bureau of Operations will use the vehicle.
The vehicle must seat a minimum of eight passengers in a 2-3-3 configuration and operate in 4x4. The engine must be a minimum 8-cylinder naturally aspirated gasoline or 6-cylinder turbocharged unit, or alternatively a hybrid electric vehicle (HEV) with flexible fuel (E85 compatible) and/or hybrid capability meeting 30 ILCS 500/25-75. Minimum performance is 350 horsepower and 350 pound-feet of torque, a 10-speed automatic transmission, and four-wheel or all-wheel drive with an electronic transfer case. The vehicle must tow a minimum of 8,000 pounds with a factory-installed Class IV hitch receiver, and must meet minimum 120-inch wheelbase and 210-inch overall length dimensions. Required equipment includes power windows, mirrors, and steering column; heavy-duty rubberized floor mats; a full-size spare with underbody carrier; and AM/FM radio with Bluetooth, smartphone integration, and a high-definition rear vision camera.
Bidders must submit descriptive literature and manufacturer specifications marked with make, model, and accessories, plus a completion section with company contact information and attestation to delivery and warranty requirements. The manufacturer's standard warranty applies from the vehicle's in-service date, and the vendor must remedy defects identified during pre-acceptance inspection at no cost to the Department. Vendors must complete a Taxpayer ID Number form and the Standard Illinois Certifications (Version 26.2), which cover 34 statutory and regulatory requirements. For multi-year contracts, vendors must re-certify by January 1 of each fiscal year after the initial year.
Standard state terms apply. Payment follows the State Prompt Payment Act, with invoices required by July 31 for work completed through June 30. Awards of $1,000 or more under specified Illinois Procurement Code sections carry a $15 administrative fee payable to the Comptroller. Vendors must carry general commercial liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, and retain records for three years (five years if federal funds are used). The State may terminate for convenience on thirty days' notice and owns all work product. Federal funding may partially or fully support the contract, with the percentage stated in award notices.
