About this opportunity
The Massachusetts Executive Office of Aging & Independence issued a Notice of Intent to Award Best Value Grants on July 30, 2026 for FY27 Long-Term Care Ombudsman Program expansion serving Assisted Living Residences, with a challenge deadline of August 13, 2026. This is a grant award to four Area Agencies on Aging, not an open procurement.
Four organizations have been selected as grant recipients: Springwell, Inc.; Greater Springfield Senior Services, Inc.; Old Colony Planning Council; and AgeSpan, Inc. Each organization receives $96,537, totaling $386,148 in funding. The award is justified on best value determination based on recipient expertise and experience as Area Agencies on Aging with existing federal Older Americans Act coordination roles.
Services comprise ombudsman advocacy for ALR residents in designated geographic areas across Massachusetts: accepting complaints, conducting investigations, and resolving problems related to resident health, safety, welfare, and rights. Services must comply with 101 CMR 30.00 (Statewide Long-Term Care Ombudsman Program regulations) and the Program Director Procedure Manual. Geographic scope and facility listings by host agency are detailed in Attachment B — Town Listings, which references approximately 62–80 facilities per agency across northeastern, central, western, southeastern, and Boston metropolitan Massachusetts regions.
Vendor invoices are submitted monthly through E-Invoicing within 30 days of each service month end. All invoices for expenses incurred during the state fiscal year (July 1–June 30) must be submitted by August 10 of the following year; late submissions are ineligible for payment. The LTCOP reserves the right to modify grant requirements and scope. Funding is partially sourced through Older Americans Act allocations.
Interested parties may file significant legitimate challenges to the award process through COMMBUYS by August 13, 2026.
