About this file

This is a Notice of Intent to Award Best Value Grants issued by the Massachusetts Executive Office of Aging & Independence on behalf of the Long Term Care Ombudsman Program (LTCOP) on July 30, 2026. The LTCOP intends to provide ombudsman services to residents of Assisted Living Residences (ALRs) across Massachusetts municipalities. Four Area Agencies on Aging have been selected as grant recipients: Springwell, Inc.; Greater Springfield Senior Services, Inc.; Old Colony Planning Council; and AgeSpan, Inc. The services to be provided include accepting complaints, conducting investigations, and resolving problems related to the health, safety, welfare, and rights of ALR residents in designated geographic areas as outlined in the Statement of Work and Town Listings attachments. The LTCOP reserves the right to modify grant requirements and scope as needed. Interested vendors may submit significant legitimate challenges to the award process through COMMBUYS by August 13, 2026.

Each of the four selected organizations will receive a grant award of $96,537, for a total of $386,148 in funding. The grant awards are justified based on the recipient organizations' expertise and experience as Area Agencies on Aging with existing roles in coordinating services under federal Older Americans Act requirements. The LTCOP is partially funded through Older Americans Act funding and has contracted with these AAAs to support ombudsman efforts. The award process is based on best value determination, which the LTCOP determined to be necessary, efficient, fair, and reasonable in support of serving ALR residents across the Commonwealth.
