About this opportunity

Bulloch County Board of Commissioners is soliciting statements of qualifications for engineering design professional services for the Statesboro Bulloch County Airport Water and Sewer Infrastructure Project under a two-phase procurement, with SOQs due August 25, 2026, and a question deadline of August 6, 2026.

The Phase I RFQ identifies qualified providers who will be invited to Phase II for interviews and proposal submission. The scope encompasses design of water and sewer infrastructure improvements for a 900-acre airport property, including waterline extensions and upgrades, wastewater wet well design, and wastewater force main design. Design services are anticipated to commence in September 2026, with construction documents due in January 2027. The selected design professional must perform a minimum of 75 percent of design services in-house, with associated firms permitted to provide up to 25 percent of services. Professional malpractice insurance of not less than $5 million per occurrence is required.

The preliminary stated cost limitation for the construction project is $7 million, though this may be revised based on final programmatic requirements and funding availability. The project uses a Design-bid-build delivery method.

Evaluation criteria are weighted as follows: firm stability (25 percent), relevant project experience and qualifications (45 percent), and apparent suitability for the project including past performance and proximity to project location (30 percent). The County will complete evaluations and notify finalist firms by September 8, 2026.

SOQ submissions are limited to 20 pages maximum using minimum 11-point font, submitted as one original and four copies in a sealed envelope to Peyton Fuller, Procurement Director, at 115 N Main Street, Statesboro, Georgia 30458. Respondents must submit notarized affidavits including non-collusion affidavits, E-Verify compliance verification, and subcontractor affidavits if applicable. No Bulloch County employees may have financial interests in the selected firm. Responses to written questions will be posted by August 11, 2026, at 5:00 PM EST.
