About this opportunity

The Illinois Commerce Commission is requesting bids on court reporting and transcription services for Chicago and Springfield under IFB FY27-521-ICC-ICCSP-B-54151, with bids due October 14, 2026. Bidders may claim Illinois Business Preference and Domestic Product Preference under the Illinois Procurement Code, provided they submit required supporting documentation such as affidavits.

The scope comprises three separate service categories: Virtual & Recorded Transcription Services, Cook County In-Person Services, and Sangamon County In-Person Services. Vendors may bid on one, multiple, or all three categories, but must provide pricing for every line item within any selected category to be deemed responsive. The contract term is one year with a one-year renewal option. Services must include real-time reporting capabilities, expedited transcript delivery, and transcript management systems across both locations.

Vendors must submit the appropriate Vendor Disclosure form — either the standard Vendor Disclosure (Formerly Forms A) or the IPG Active Registered Vendor Disclosure (Formerly Forms B) for vendors with active Illinois Procurement Gateway registration. Vendors employing 15 or more full-time employees must provide an Illinois Department of Human Rights Public Contract Number. For contracts exceeding $100,000 in annual value, vendors must disclose all current and pending contracts, bids, and other procurement relationships with Illinois government units, as well as any lobbyists or agents representing the company. All vendors must be authorized to transact business in Illinois and certify compliance with Illinois Standard Certifications, including non-debarment, drug-free workplace, environmental law adherence, and anti-boycott requirements.

The State will award contracts separately to the lowest responsive and responsible bidder for each category. Evaluation criteria include past performance, financial responsibility, compliance with applicable laws, and ability to deliver services within specified quality, quantity, timeframe, and price parameters. No bid bond or performance bond is required. Vendors submitting exceptions to Standard Terms and Conditions may do so via redline version for State consideration. Questions are due seven days from the bid opening date.
