About this opportunity
The Berkshire Regional Group Purchasing Program (BRGPP), acting on behalf of 32 participating Berkshire County municipalities in Massachusetts, invites competitive bids for guardrail installation services under Contract FY27-06 for the fiscal year July 1, 2026 through June 30, 2027. The procurement encompasses the installation of various guardrail configurations including standard guard straight sections with steel posts at spacings of 12'6" and 6'3", standard steel curved configurations, steel terminal ends, curved guardrail models with deep posts, and supplementary services such as removal and reset of existing guardrail, disposal of wood-treated products, and replacement of wood posts with steel posts. Work is geographically organized across Northern, Central, and Southern Berkshire County divisions with estimated quantities specified for each region. All bidders must be pre-qualified by MassDOT for guardrail installation work and must comply with Massachusetts General Laws Chapter 149, Sections 26-27F and Chapter 30, Section 39M prevailing wage requirements, with certified weekly payroll submissions mandated throughout the contract period. Bids must be submitted through BRGPP's OpenGov online procurement portal no later than Thursday, April 2, 2026 at 1:00 p.m., with questions due by March 27, 2026 at 4:00 p.m.; bids will be publicly opened and read aloud following the submission deadline. A 5% bid deposit in the form of a bid bond, certified check, or cash is required for bids exceeding $50,000, and contract award is anticipated by April 20, 2026 to the lowest responsive and eligible bidder, with BRGPP retaining the right to award to multiple bidders.
There are no specific set-aside designations or disadvantaged enterprise restrictions noted in the procurement documents; however, all contractors must maintain comprehensive insurance coverage including $1,000,000 employer's liability, $1,000,000 automobile liability, and $1,000,000 general liability, and successful bidders must provide a labor and materials payment bond equal to 50% of the contract value. No incumbent vendors or current contractors are identified in the procurement materials. Upon contract award, the successful bidder must pay a quarterly administrative fee of 1.75% of total reported purchases and submit quarterly reports within 21 days of each fiscal quarter end, with all prices remaining firm throughout the one-year contract period and exempt from federal excise taxes and Massachusetts sales tax. The estimated contract value for FY27-06 Guard Rail Installed is $40,114.00, representing one component of BRGPP's broader FY27 cooperative purchasing initiative that encompasses twenty distinct service categories with estimated aggregate values ranging from $40,114 to $1,748,500 depending on the specific service category.
