About this opportunity
The City of Douglas, Georgia, is soliciting qualifications and proposals from engineering firms to provide comprehensive pre- and post-award services for a Community Development Block Grant Disaster Recovery (CDBG-DR) project addressing critical public infrastructure improvements in water, sewer, street paving, and drainage systems. The scope of services encompasses preliminary engineering reports, planning, design, cost estimating, bidding, contracting, construction oversight, quality control, and project closeout. Selected firms must demonstrate the ability to deliver preliminary engineering reports within 30 days of selection and final plans and specifications within applicant-specified timeframes. Evaluation criteria include years in business, resource capability and ability to supply all major disciplines, community knowledge, staff expertise and key personnel qualifications, licensing and insurance requirements, relevant CDBG experience, and cost competitiveness, with scores assigned on a four-point scale (Poor=1 point through Excellent=4 points). Firms must carry Errors and Omissions Insurance and provide three professional references. Proposals must be submitted in triplicate to the City Clerk at 302 S. Madison Avenue, Douglas, GA 31534, with a deadline of 2:00 p.m. on June 11, 2026. Interested firms should contact Michael Jacobs at the Southern Georgia Regional Commission at (912) 285-6097 to request the Statement of Qualifications Form, RFP scoring criteria, and Section 3 Forms. All contracts are subject to Federal and State provisions prescribed by the Georgia Department of Community Affairs (DCA) and applicable compliance requirements including Title VI of the Civil Rights Act, Fair Housing Act, Section 504 of the Rehabilitation Act, and the Americans with Disabilities Act.
This procurement is designated as a Section 3 Covered Contract under the HUD Act of 1968, with Section 3 Business Concerns specifically encouraged to apply. Bidders must comply with Georgia's Security and Immigration Compliance Act, including E-Verify participation for contractors with more than ten employees. All contractors must provide liability insurance with minimum coverage of $1,000,000 for bodily injury and property damage, along with statutory workers' compensation coverage as required by Georgia law. An Addendum #1 clarifies that Build America Buy America (BABA) documentation requirements, initially specified in the original solicitation, are not required for this project and will not be evaluated as part of the proposal selection or included in pricing. No incumbent vendors or current contractors are identified in the available solicitation documents. The RFP does not specify a contract award value or budget range in the publicly available documentation; however, the selected engineering firm may have the opportunity to provide services for future community and economic development projects for a limited time period contingent upon CDBG-DR grant approval and funding availability. Selection decisions will be based solely on qualifications as they relate to community and economic development needs rather than low-bid criteria.
