About this file
This is an Engineering Statement of Qualifications form for the City of Douglas, Georgia, seeking to select an engineering firm to provide pre- and post-award services for a Community Development Block Grant Disaster Recovery (CDBG-DR) project. The engineering firm selected will be responsible for preparing preliminary engineering reports, planning, design, cost estimating, bidding, contracting, construction oversight, quality control, and project closeout for public infrastructure improvements including water, sewer, street paving, and drainage projects. The engineer must also obtain and maintain Build America Buy America (BABA) documentation, particularly manufacturers certifications, during construction and transfer these to the grant recipient with certification of completion. Selection of the engineering firm will be based on qualifications as they relate to community and economic development needs, and successful selection could allow the firm to provide pre- and post-award engineering services for future community and economic development projects for a limited time period based on grant funding.
The qualifications form requires the engineering firm to provide detailed information including years in business, firm history and resource capability, knowledge of the community, officer information, business licenses and registrations, Errors and Omissions Insurance coverage, and the ability to meet a 30-day deadline for preliminary engineering report (PER) submission. Firms must specify their fees for design, bid phase, and inspection services, and state whether they charge separately for the PER. Prior experience with DCA's CDBG program is requested, including specific project details and contact information. All contracts are subject to federal and state contract provisions prescribed by the Georgia Department of Community Affairs (DCA). Section 3 Business Concern certification requirements apply, and key personnel qualifications and three firm references must be provided. The submission requires certification under oath by an officer of the firm that all responses are true and correct.
