The Dade County Board of Education in Georgia is seeking competitive proposals from general contractors for paving and site work projects at three school facilities: Dade County High School (300 Tradition Lane), Dade Middle School (250 Pace Drive), and Dade Elementary School (306 Wolverine Drive), all located in Trenton, Georgia. The procurement will be awarded as a lump-sum fixed-price contract utilizing AIA Document A-101-2017. All work must comply with Georgia Department of Transportation (GDOT) standards and specifications, including anti-stripping agents in asphalt mixes, proper pavement joint sealing, and ADA-compliant parking space markings. The contractor is responsible for demolition, material removal, erosion control, stormwater compliance with Georgia NPDES permit requirements, and field verification of existing conditions prior to bidding. Evaluation criteria are weighted as follows: General Background/Firm History (5 points), Financial Status and Bonding (5 points), Company Experience (35 points), Legal Proceedings (5 points), Company Safety Plan (10 points), Proposed Lump Sum Fee (35 points), and Completeness and Accuracy of Proposal (5 points). Contract award is scheduled for April 27, 2026, with a Notice to Proceed on May 5, 2026, and substantial completion required by July 27, 2026, with final completion by July 30, 2026. Liquidated damages are assessed at $500 per calendar day for unexcused delay in achieving Substantial Completion and $200 per calendar day for delay in Final Completion.
There are no specific set-asides or restrictions limiting the types of organizations that may respond to this procurement beyond standard compliance requirements. However, all contractors and subcontractors must comply with Georgia's Security and Immigration Compliance Act (O.C.G.A. 13-10-91) and register with a federal work authorization program. Contractors must submit a bid bond equal to 5 percent of the proposed lump-sum contract price and executed Payment and Performance Bonds each for 100 percent of the contract price. Insurance requirements include minimum Worker's Compensation and General Liability Insurance ($2,000,000 General Aggregate and $1,000,000 Each Occurrence), Business Automobile Liability ($1,000,000 Each Accident), and Course of Construction Insurance at 100 percent of completed work value. The base proposal includes a $150,000 contingency allowance to be controlled by the Owner and Architect for unforeseen conditions, and unit prices are required for quantity allowances including removal and disposal of rock and unsuitable soil, haul-in and placement of various fill materials and aggregates, and installation of geogrid.
