About this opportunity

The Illinois Commerce Commission is requesting bids for up to 2 new mid-size SUVs to support the Illinois S & R Pipeline Safety and One-Call Enforcement department, with bids due July 6, 2026.

The vendor must be a licensed car dealership or authorized manufacturer distributor capable of providing genuine parts and original manufacturer warranties. Subcontractors are not permitted. Standard Illinois Certifications (Version 26.2) apply, imposing 34 distinct compliance requirements across criminal history, financial obligations, tax compliance, labor standards, procurement integrity, product sourcing (including domestic steel manufacturing and forced-labor prohibitions), cybersecurity, accessibility standards, political contribution restrictions, and environmental protection. Non-compliance triggers contract voidance, suspension, debarment, denial of payment, civil fines, or criminal penalties; false certifications expose vendors to liability under the Illinois False Claims Act. Contractors entering contracts exceeding one year must recertify annually by January 1 regarding changes affecting eligibility.

The scope specifies new, unused, mid-size, gas-powered SUVs with 4-wheel drive, automatic transmission, and standard equipment including Bluetooth, rear-view camera, anti-lock brakes, air conditioning, and cruise control. Vehicles must not include dealer logos or be plug-in hybrid electric vehicles. They must comply with federal and state regulations, Federal Motor Safety Standards, and EPA fuel economy standards. Prior to contract execution, vendors must provide VIN numbers, model year, trim level, and manufacturer build sheets.

Vehicles must be delivered to the CMS Central State Garage Agency Motorpool Coordinator at 200 East Ash Street, Springfield, Illinois 62704 no later than August 10, 2026. The contract has an initial term of one year commencing upon the last dated signature, with a maximum total term not to exceed ten years. The contract is classified as a Small Purchase. Vendor insurance requirements include General Commercial Liability of $1 million per occurrence and $2 million annual aggregate, Auto Liability of $1 million per occurrence, and Worker's Compensation Insurance as required by law. The total contract price is estimated with maximum amount established by the State prior to execution. Vendors awarded contracts of $1,000 or more must pay a $15 fee to the Comptroller's Administrative Fund. Payment will be made in accordance with the State Prompt Payment Act.
