About this opportunity

The State of Colorado, Department of Natural Resources, Colorado Division of Parks and Wildlife (CPW) issued a Request for Documented Quotations (DQ1 2019-0658) for the supply and delivery of 3,400 tons of 5/8" aggregate backfill material for trail use at the Hayden Shooting Range. The material must conform to AASHTO M 147 specifications with a liquid limit not exceeding 30 and a plasticity index not exceeding 6, as verified through AASHTO T 89 and T 90 testing. Delivery is required between May 29 and June 15, 2019, to the Hayden Shooting Range on CR 37, three miles south of Hayden, Colorado. Written inquiries must be submitted by April 29, 2019, at 11:00 a.m. Mountain Time, with answers posted by April 30, 2019, at 3:00 p.m. Mountain Time, and all bids are due by May 1, 2019, at 3:00 p.m. Mountain Time. Prior to award, a CPW Engineer will conduct quarry inspections at least five business days after bid closure. All costs, including delivery, trade-in value, and discounts, must be incorporated into the final bid price on a per-ton basis, with the State of Colorado bearing no shipping or freight charges. Bidders must submit certified weight tickets for all delivered loads, current automobile liability insurance with an AM Best rating of AVIII or better, a Bid Pricing Sheet, Specification Verification and Delivery Sheet, Vendor Information and Verification Sheet, and a completed W9 form.

Service Disabled Veteran Owned Small Businesses (SDVOSBs) registered with the U.S. Department of Veterans Affairs and incorporated or maintaining a place of business in Colorado are eligible for a 5% bid preference. Resident bidders may also receive preferences against nonresident bidders consistent with reciprocal state preferences. CPW intends to make a single vendor award, with pricing available for use by other state departments and agencies, though no specific budget or contract value is disclosed in the solicitation documents. The procurement is governed by the State of Colorado Purchase Order Terms and Conditions, which establish standard vendor requirements including compliance with Colorado's Cyber Security Policies, employment eligibility verification through the E-Verify Program, and payment terms requiring the state to remit payment within 45 days of receiving acceptable products and a correct invoice. Bids may be submitted via Colorado Vendor SelfService (preferred), email, USPS courier, or hand delivery to the CPW Purchasing Agent at 1313 Sherman Street, Room 618, Denver, Colorado 80203.
