About this opportunity
The City of McRae-Helena in Terrell County, Georgia, is issuing a Request for Proposals (RFP) for engineering grant services to support Community Development Block Grant (CDBG) program implementation. The procurement seeks qualified, Georgia-licensed engineering firms with demonstrated experience in assisting local governments with CDBG projects to provide preliminary design services for a potential FY26 CDBG-funded sewerage improvements project, with continuation of engineering services for implementation pending project funding approval. Required deliverables include a draft Preliminary Architect Report (PAR) due no later than February 19, 2026, and design and construction management services upon project funding. Responding firms must submit comprehensive statements of qualifications and proposals addressing firm history and resources, CDBG and other Department of Community Affairs grant program experience, key personnel qualifications and experience with similar projects, current workload capacity, proposed scope and level of service, references, fees and percentages for PAR development and design/construction management services, errors and omissions insurance documentation, a completed Statement of Qualifications Form, and a Section 3 Certification Form if claiming Section 3 status. Evaluation criteria assess the firm's ability to provide necessary disciplines, key personnel experience with similar project types, quality of references, demonstrated comparable project experience with examples, and price competitiveness, each scored on a scale of 0 to 2 points with verification of PER/PAR deadline compliance and errors and omissions insurance confirmation. Proposals must be received by 5:00 PM on January 5, 2026, with a draft PAR required by February 19, 2026.
This procurement includes a Section 3 preference designation under the HUD Act of 1968, with Section 3 Business Concerns explicitly encouraged to apply and eligible for preference consideration in the award decision. All contracts are subject to Federal and State provisions prescribed by the Georgia Department of Community Affairs, including compliance with Title VI of the Civil Rights Act of 1964, the Fair Housing Act, and the Americans with Disabilities Act. No specific incumbent vendors, current contractors, or existing technology integration requirements are identified in the available procurement documentation. Budget ranges and award values are not specified in the RFP materials; pricing is to be submitted by responding firms as fees and percentages associated with PAR preparation and conditional design and construction management services. Interested firms should direct inquiries and requests for the Statement of Qualifications Form and Section 3 Solicitation Package to Camary Sampson at the City of McRae-Helena, 5405 Oak Street, Eastman, GA 31023, via phone at 478-374-4771, or by email at csampson@hogarc.org.
