About this opportunity
The City of Monroe, Michigan is soliciting electronic proposals for a comprehensive Water Distribution Materials bid for fiscal year 2025-26, covering a wide range of water infrastructure components including meter boxes, service connections, copper tubing, valves, couplings, and various fittings. Electronic proposals will be received until 10:00 a.m. on Monday, July 14, 2025, with a public bid opening via Zoom at 11:00 a.m. the same day, and interested vendors must email edward.sell@monroemi.gov to receive an invitation to the opening. The procurement is structured across 29 distinct divisions of water infrastructure materials, with bid quantities estimated based on historical records and upcoming projects. Strict material requirements mandate that all products must be American or Canadian made, with mandatory NSF approval and compliance with ANSI standards, specifically requiring NSF/ANSI 61 and Standard 372 certification with a maximum 0.25% lead content. Bidders must provide material certifications with their submissions, and the City of Monroe reserves the right to award bids by individual division, with the contract term extending through June 30, 2026.
The procurement includes specific restrictions that all materials must be produced in the United States or Canada and must meet rigorous water safety standards, effectively limiting potential bidders to manufacturers who can demonstrate compliance with these stringent requirements. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the detailed technical specifications and material certifications will likely restrict participation to established water infrastructure materials manufacturers. The bid documents indicate that multiple orders will be required due to facility spacing limitations, and not all estimated quantities may ultimately be ordered, which suggests flexibility in the final procurement approach. No specific budget range or total contract value is provided in the documentation, though the comprehensive nature of the bid across 29 divisions implies a substantial procurement effort. Potential bidders are encouraged to carefully review the detailed specifications and contact city staff with any questions about the requirements or specifications.
