About this opportunity
The Oregon Business Development Department is requesting proposals for a consultant to provide fair housing services addressing impediments identified in the 2026–2030 Fair Housing Action Plan, with proposals due August 12, 2026 at 2:00 p.m. Pacific Time under RFP F26001 (Addendum 02 extends the original August 10 deadline). Questions are due August 4, 2026 at 2:00 p.m. Pacific Time.
The scope requires education and outreach activities, public policy and advocacy efforts, and quarterly reporting on fair housing initiatives targeting barriers to housing access for protected class populations. The contractor must establish and facilitate interagency working groups and stakeholder committees; provide technical assistance to non-entitlement jurisdictions (cities under 50,000 residents and counties under 200,000 residents); partner with planning and land use professionals to review zoning proposals; support public policy efforts; and develop partnerships with culturally specific organizations. The contractor must review all applicable Post Acknowledgement Plan Amendments submitted to the Oregon Department of Land Conservation and Development and must avoid actual or perceived conflicts of interest related to the scope of work. Work is performed statewide; the contractor may determine delivery methods, including virtual meetings and broad information distribution.
The contract budget is $85,000 for an initial one-year term commencing September 1, 2026 through August 31, 2027, with the right to amend for up to five additional years. Compensation is fixed-price with monthly progress payments; travel expenses are included in the fixed price. The contractor must obtain commercial general liability ($1,000,000 per occurrence / $2,000,000 aggregate), workers' compensation, and professional liability insurance ($1,000,000 per claim / $2,000,000 aggregate). One contract will be awarded.
Proposers must be registered in OregonBuys and demonstrate a minimum of three projects within the last five years with relevant fair housing experience. Proposals are limited to eight pages and must include an executive summary, project implementation plan, key personnel resumes, work samples, and detailed pricing. Evaluation allocates 60 points to the Project Implementation Plan, 30 points to Qualifications, and 10 points to Price and Value. Oregon supplies and services receive a 10 percent price preference per ORS 279A.128. The State encourages participation of COBID-certified small businesses (disadvantaged, minority-owned, woman-owned, veteran, and emerging small business enterprises); submission of a COBID Certification Outreach Plan is mandatory. The Notice of Intent to Award is expected August 14, 2026.
