About this file

This is an addendum to a Request for Proposals issued by the Oregon Business Development Department (OBDD) regarding the Furthering Fair Housing Activities 2026 program (RFP F26001, OregonBuys S-12300-00017589). The solicitation seeks a consultant to address Fair Housing Goals and strategies identified in the 2026-2030 Analysis to Furthering Fair Housing. The successful proposer will be responsible for establishing and facilitating interagency working groups and stakeholder committees, providing technical assistance to non-entitlement jurisdictions (cities under 50,000 residents and counties under 200,000 residents), and conducting advocacy activities to address impediments to fair housing identified through prior public meetings and surveys. The program operates statewide, with the contractor permitted to determine the most effective delivery methods, including virtual meetings and broad information distribution. Proposers may structure their work as phased or prioritized plans and should clearly explain how all deliverables will be fulfilled within the available budget.

The contract budget is $85,000. Proposers must submit their proposed program to the Agency for review and approval prior to implementation. The successful proposer must be able to provide reviews for all applicable Post Acknowledgement Plan Amendments (PAPAs) submitted to the Oregon Department of Land Conservation and Development and must not have actual or perceived conflicts of interest related to the scope of work. Only one contract will be awarded from this solicitation. Proposers involved with some PAPAs during the contract period may participate in this work provided they do not review their own work; however, they must avoid conflicts of interest related to the overall scope of work.

Furthering Fair Housing Activities 2026 RFP

OBDD RFP no. F26001 OregonBuys no. S-12300-00017589

The Oregon Business Development Department received questions prior to the RFP deadline for official questions. These questions and responses are incorporated into the RFP as appropriate by their nature.

Thank you to all who asked for clarifications, and for your continued interest.

1. Are there existing interagency working groups, stakeholder committees, or meeting structures that the successful proposer will support, or is the proposer expected to establish and facilitate these groups?

Response: Proposer would be expected to establish and facilitate these groups.

2. The Scope references supporting public policy efforts and "direct advocacy with non-entitlement jurisdictions." Can the Agency clarify the anticipated role of the contractor and distinguish between technical assistance, facilitation, policy analysis, and advocacy activities?

Response: Non-entitlement jurisdictions are local governments that do not receive direct annual funding formula grants from the US Department of Housing and Urban Development (HUD) – cities under 50,000 residents and counties under 200,000 residents.

The Contractor will implement a program that addresses the impediments identified in the RFP, within the available budget. These impediments were identified through public meetings and surveys conducted over several months within the State of Oregon. The Contractor’s program should support this work by identifying available technical assistance in the State, facilitating meetings that address the identified impediments— such as with committees, renters, or homebuyers—and carrying out related advocacy activities. The Contractor’s proposed program must be submitted to the Agency for

3. Are there particular regions, jurisdictions, or housing markets the Agency expects the consultant to prioritize during the initial contract year?

Response: Agency intends for this program to operate statewide. The contractor may determine the most effective methods to achieve this—such as virtual meetings, broad information distribution, or other suitable approaches.

4. The RFP identifies a broad statewide scope of work within an $85,000 budget. Can the Agency clarify the specific deliverables and expected level of effort for each major task, and whether proposers are expected to recommend a phased or prioritized work plan that fits within the available budget?

Response: Proposers may structure their program as they deem appropriate. If a phased or prioritized work plan is included, they should clearly describe it and explain how all deliverables will be fulfilled.

5. Can a proposer who may be involved with some PAPAs during the contract period participate in this work, provided they don't review their own work?

Response: Only one contract will be awarded from this solicitation. The successful proposer must be able to provide reviews for all applicable Post Acknowledgement Plan Amendments (PAPAs) submitted to the Oregon Department of Land Conservation and Development (Per Section 2.4.1 of the solicitation document. In addition, the consultant must not have an actual or perceived conflict of interest related to the Scope of Work.
