About this opportunity

The Kenton County Airport Board (KCAB) is soliciting proposals for the Industrial HVAC Rehabilitation & Efficiency Program - Phase I at Cincinnati/Northern Kentucky International Airport (CVG), a comprehensive infrastructure upgrade project. The procurement involves furnishing and installing new HVAC equipment across multiple passenger facilities, specifically replacing 5 terminal cooling towers, 8 Concourse B cooling towers, rehabilitating air handlers, installing building automation system (BAS) controls, replacing 8 boilers, and installing a new emergency generator in Concourse A. Bidders must possess current Kentucky HVAC and electrical licenses and be certified installers/distributors of proposed equipment. The project aims to modernize aging mechanical systems, improve energy efficiency, and enhance system reliability across airport infrastructure. Proposals are due on Thursday, May 22, 2025, at 2:00 pm Eastern Time, with a mandatory pre-bid meeting and site visit scheduled for Thursday, May 8, 2025, at 10:00 am at the CVG Centre in Erlanger, Kentucky. Contractors must submit a proposal bond of at least 5% of the total bid amount and demonstrate compliance with federal requirements.

The contract includes specific provisions to ensure disadvantaged business enterprise (DBE) participation and prohibits discrimination based on race, color, national origin, creed, sex, age, or disability. Bidders must comply with federal regulations including Davis-Bacon wage rates, Buy American provisions, and Equal Employment Opportunity guidelines. The project requires contractors to provide evidence of financial responsibility, past contract history, and safety documentation such as DART rates and Workers' Compensation Experience Modification Rates. While the exact contract value is not specified, the comprehensive scope suggests a significant capital investment in airport infrastructure modernization. The existing infrastructure, some over 30 years old, will be replaced with modern condensing boiler technology, variable frequency drives, redundant pumping systems, and updated electrical components. The project is funded through a combination of federal grants and local funds, with the ultimate goal of creating a more energy-efficient, scalable, and digitally integrated airport infrastructure.
