About this opportunity
The Hawaii State Department of Education is requesting bids on 57 extended-length cargo vans (2027 model year) for delivery to School Food Services Branch locations across all islands by September 30, 2027, with bids due August 18, 2026 through the HIePRO eProcurement System. Award is anticipated within 60 calendar days of bid closure.
Offerors must be authorized distributors or dealers, hold current motor vehicle dealer licenses under Hawaii Revised Statutes Chapter 437, maintain a physical office in Hawaii throughout the contract and warranty periods, and demonstrate authorized service and repair facilities with manufacturer-trained technicians and adequate parts inventory on each of Hawaii's islands (Oahu, Hawaii-Hilo, Hawaii-Kona, Maui, and Kauai), or alternatively arrange third-party service providers meeting equivalent standards. A Hawaii-based point-of-contact with authority to address questions and provide follow-up support during standard business hours (7:45 a.m. to 4:30 p.m. HST, Monday through Friday) is required.
Vehicles are distributed across five geographic groups: 39 extended-length cargo vans for Oahu schools (Group A), 4 for Hawaii-Hilo (Group B), 7 for Hawaii-Kona (Group C), 2 for Maui (Group D), and 5 for Kauai (Group E). Acceptable models include Ford Transit 250 Extended Cargo Van or Ram ProMaster 3500. Bidding is conducted group by group; offerors are not required to bid on all groups. Award is made to the responsive, responsible offeror submitting the lowest total sum bid price per group.
Bid prices must be all-inclusive of labor, equipment, materials, transportation, delivery, overhead, profit, and all applicable taxes. Offerors must maintain commercial general liability insurance with minimum $2 million aggregate coverage and automobile liability insurance with minimum $1 million per-accident coverage. Prior to award, offerors must provide proof of compliance with Hawaii tax law, employment security law, and workers' compensation requirements, and obtain a Certificate of Vendor Compliance or Certificate of Good Standing. Hard copy offer pages must be received within five working days after bid closing. Contractors must execute the contract within 10 calendar days of receiving it.
