About this file

This Addendum A modifies the original Invitation for Bids (IFB D27-009) issued by the Hawaii State Department of Education Procurement and Contracts Branch for the furnishing and delivery of new cargo vans to the School Food Services Branch. The addendum revises the technical specifications for 57 extended-length cargo vans with a 2027 model year or current year production model. Acceptable vehicle models include the Ford Transit 250 Extended Cargo Van with High Roof or the Ram ProMaster 3500 Cargo Van High Roof Extended Length, or equivalent alternatives. Key specifications include a minimum 3.5-liter, 6-cylinder gasoline engine; rear-wheel, all-wheel, or front-wheel drive; automatic transmission; minimum 148-inch wheelbase; and a minimum 9,100-pound Gross Vehicle Weight Rating. The vehicles must accommodate a minimum of two passengers and feature a windowless partition between the cab and cargo area compliant with Department of Transportation, National Highway Traffic Safety Administration, and Federal Motor Vehicle Safety Standards. Delivery to designated school locations across all Hawaiian islands is required by September 30, 2027, with bids due August 18, 2026.

The cargo interior specifications require E-tracks installed at approximately 2 feet and 4 feet heights along interior walls with four pairs of tie-down belts, a one-piece minimum half-inch thick composite flooring with anti-slip surface and heavy-duty scuff plates, and a 1,100-pound capacity remote-controlled tailgate lift with a 47-inch by 49-inch platform. Additional requirements include minimum five doors, power windows for driver and passenger, adjustable mirrors, front and side airbags, reverse camera, backup alarm, and a comprehensive warranty covering bumper-to-bumper coverage for three years or 36,000 miles and powertrain coverage for five years or 60,000 miles. Bid prices must be all-inclusive of all fees, taxes, and delivery costs. Bidders must be authorized dealers holding current Hawaii motor vehicle dealer licenses, maintain a physical office in Hawaii throughout the contract and warranty periods, and demonstrate authorized service and repair facilities with manufacturer-trained technicians and adequate parts inventory across all five Hawaiian islands.
