About this opportunity

The Georgia Department of Public Health issued an eRFQ for fully automated COVID-19 testing kiosks and test kits to be deployed throughout Georgia under the State Purchasing Act, with quotes due December 8, 2022. The resulting contract is available to other State of Georgia governmental entities, colleges, and universities. This procurement has closed; LongView International Technology Solutions was selected as the sole awardee on March 7, 2023, with an estimated contract value of $11,275,800.

The scope includes placement of 40 kiosks statewide — 30 within two weeks of contract execution and 10 within four weeks. Kiosks must hold at least 700 COVID-19 test kits at one time. Testing options include nasal swab and multiplex PCR testing for SARS-CoV-2 and Influenza A/B.

LongView's pricing structure for nasal swab testing comprises $149.50 per specimen collected and tested, a monthly kiosk charge of $6,300 reduced by per-specimen costs, and a daily operational rate of $299.00 for partial-month operations. Multiplex PCR testing carries per-specimen costs of $174.50. Shield T3 LLC, the only other offeror, withdrew its nasal swab proposal on February 10, 2023, citing inability to meet compliance and regulatory requirements for nasal swab-based testing; it retained its alternative saliva-based offering but did not receive the award. Two vendors had submitted initial proposals; LongView and Shield T3 both submitted best-and-final offers before Shield T3's withdrawal. Supplier protests must be submitted electronically to doas.protests@doas.ga.gov in accordance with Georgia Procurement Manual procedures.
