About this opportunity

The State of Michigan Department of Technology Management and Budget is requesting proposals for full-size vans with or without wheelchair lifts for authorized transit agencies throughout Michigan and other states under RFP 260000002641, with proposals due October 19, 2026 at 1:59 p.m. EST. Bidders seeking consideration as Qualified Disabled Veteran/Service-Disabled Veteran-Owned Businesses may receive preference under Michigan law. A bidder question deadline of September 28, 2026 and question responses posted by October 2, 2026 have passed; the proposal deadline is firm and imminent.

Scope encompasses four vehicle classes (Classes I through IV) based on gross vehicle weight rating, including battery electric options. Vehicles must comply with Federal Motor Vehicle Safety Standards, Americans with Disabilities Act accessibility standards, Federal Transit Administration requirements, and 49 CFR Part 665 bus testing standards. Specifications detail chassis construction, interior design, HVAC systems, wheelchair lift equipment (Braun or Ricon preferred), securement systems, seating (Freedman Seating or AbiliTrax preferred), and comprehensive electrical and safety systems with detailed materials and welding standards. Minimum vehicle service life is four years and 100,000 miles. Vehicles must be delivered with Certificates of Title. Contractors must complete a pilot model review at the manufacturer's facility within 30 days of purchase order and secure pilot approval within an additional 30 days. The State reserves the right to conduct minimum two inspections per contract period with travel expenses covered by the contractor for up to three state representatives.

The contract runs from March 1, 2027 through February 28, 2031 with options for up to two additional one-year renewal periods at the State's discretion. Pricing must be firm for 365 days from the effective date; adjustments thereafter are permitted only for changes in OEM standard equipment or federal regulations submitted in writing at least 30 days in advance with supporting documentation. All bid prices must include a 1% State administrative fee and 1% for MiDEAL members and extended purchasing program participants. Invoices are payable within 45 days of State receipt. Delivery must occur within 210 calendar days of order, Monday through Friday 8:00 a.m. to 4:00 p.m. excluding holidays. Contractors must appoint a dedicated Program Manager and day-to-day operations personnel available during business hours with 24-hour response capability and provide parts and service for seven years after vehicles are placed in service with body replacement parts supplied within five business days or with notice of expected shipping date.

Evaluation is weighted 100 points: specifications (50 points), general requirements (5 points), timeframes and delivery provisions (10 points), acceptance and inspection procedures (10 points), and vendor background questions (25 points). Proposals must score a minimum 80 points to have pricing evaluated. Award will be made to the responsive and responsible bidder offering best value based on technical merit and price. A Service Level Agreement imposes liquidated damages of $5,000 plus $100 per day for late or improper completion of contract activities, with 100 percent compliance required for delivery timelines and order accuracy. Commercial General Liability Insurance with minimum $1,000,000 per occurrence and $2,000,000 aggregate, Automobile Liability with $1,000,000 per accident, Workers Compensation, and Employers Liability coverage are mandatory with A.M. Best A- VII or higher ratings. The State of Michigan and its departments must be named as additional insureds on a primary and non-contributory basis. Contractors must comply with Michigan Prevailing Wage Act requirements where applicable. The Solicitation Manager is Patrick Turcotte at 517-730-8798 or TurcotteP@michigan.gov.
