About this opportunity

The Michigan Department of Technology Management and Budget, Central Procurement is requesting proposals for full-size vans with or without lift capability under RFP 260000002641, with proposals due October 19, 2026 at 1:59 p.m. EST. This is a statewide purchasing vehicle enabling over 100 authorized Michigan transit agencies to procure vehicles, with availability extending to other states. Written questions were due September 28, 2026, with State answers posted October 2.

Bidders must achieve a minimum of 80 technical evaluation points to proceed to pricing evaluation. The evaluation is weighted 50% on technical specifications and statement of work requirements, 25% on vendor questions worksheet responses, and 25% on timeframes, delivery, training, reporting, and acceptance criteria. Award will be made to the responsive and responsible bidder offering best value. The State considers Service-Disabled Veteran-Owned Business status, Michigan employment and job creation, and past performance history during evaluation.

The scope covers four vehicle classes (Class I through Class IV, with Class IV battery electric) configured as non-lift or lift-equipped vans accommodating 10 to 15 passengers plus driver. Vans must meet Federal Motor Vehicle Safety Standards, ADA requirements, 49 CFR Part 665 testing, and Michigan Motor Carrier Vehicle Codes. Service life is four years or 100,000 miles. Delivery is within 210 calendar days of order. All drivers must be properly licensed and trained, with the contractor assuming full liability during transport. Bidders must be certified Ford Pro Upfitters and provide proof of manufacturer certifications for lift and securement equipment. Pricing is firm for 365 days from the effective date, with adjustments permitted only for documented OEM chassis price changes or federal regulatory changes exceeding $100, subject to written State acceptance. The contract requires provision of parts and service for seven years post-placement in service.

The contract runs March 1, 2027 through February 28, 2031, with up to two additional one-year renewal periods at the State's sole discretion. Contracts valued at $250,000 or more require State Administrative Board approval. Insurance requirements include Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Automobile Liability ($1,000,000 per accident), and Workers Compensation with waiver of subrogation. A 1% State administrative fee applies to all payments. Liquidated damages of $5,000 plus $100 per day apply for late or improper completion. All FTA federal compliance requirements, Buy America certifications, and DBE participation documentation apply. Amendment 1 (posted October 2) reclassified Schedule F as a required submission document and updated Schedule B with line-item quantities.
