About this opportunity

The City of Cape May Water/Sewer Utility is seeking qualified firms to provide a comprehensive Full-Service Water Storage Tank Asset Management and Maintenance Program through Request for Proposals (RFP) #25-13. The procurement covers two potable water storage facilities: a 700,000-gallon Madison Avenue Legged Tank and a 1,000,000-gallon Canning House Standpipe. Deliverables include complete painting, repair, long-term maintenance, annual inspections, interior and exterior renovations, chemical cleaning, and installation of active mixing systems. The contract will be executed under the New Jersey Water Supply Services Public-Private Contracting Act, with potential duration up to 40 years. Proposals are due on October 1, 2025, at 12:00 P.M., with selection based on a comprehensive evaluation criteria comprising 30 scoring factors. Key evaluation aspects include technical capabilities, safety protocols, financial stability, and demonstrated experience in water tank asset management. Respondents must comply with state and federal regulations, including prevailing wage rates, equal employment opportunity requirements, and anti-discrimination laws.

The procurement does not explicitly outline specific set-aside designations for disadvantaged enterprises. The pricing structure involves a flat payment plan for the first four years following initial tank renovations, with annual fees commencing in years 6 and 7. These annual fees can be escalated up to 5% APR, and the City expects continuous service beyond Year 20, including periodic exterior pressure washing and renovations every 7-9 years. While no incumbent vendors are specifically mentioned, the RFP indicates a comprehensive approach to long-term water infrastructure maintenance. The contract appears to be open to private firms with specialized expertise in water tank management and maintenance. Though precise budget ranges are not detailed, the scope suggests a significant multi-year investment in water storage infrastructure maintenance, potentially representing a substantial municipal contract valued in the hundreds of thousands to millions of dollars over the contract's potential 40-year lifespan.
