About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Department of Criminal Justice Training, issued a Request for Quotation (RFQ 758 2100000071) for the procurement of 64 full face Ultimate Training Munitions (UTM) helmets in black color. The helmets must meet rigorous performance and safety standards, including ANSI/ISEA Z87.1-2015 high velocity impact certification, 180-degree visibility, anti-fogging technology, lightweight adjustable construction, and compatibility with prescription glasses and force-on-force training scenarios. The specification calls for the UTM model 69-HELMET-BLACK (NSN 8415-01-632-4484), though vendors may propose approved equal alternatives with detailed supporting documentation and credible testing results subject to subject matter expert approval. Delivery must be included in the bid offer and made to the Department of Criminal Justice Training at 4449 Kit Carson Drive, Richmond, Kentucky 40475, on an FOB Destination Freight Prepaid and Allowed basis. The solicitation was issued on January 6, 2021, with written questions due by January 13, 2021, at 10:00 a.m. ET, an initial closing date of January 21, 2021, at 1:30 p.m. ET, and a modified closing date of January 26, 2021, at 1:30 p.m. ET. Award will be made on a best value basis with total cost weighted at 90 points and delivery time at 10 points, with proposal pricing remaining valid for a minimum of 60 calendar days following the bid due date.
The Commonwealth offers reciprocal preference provisions for Kentucky resident bidders as specified in KRS 45A.490-494, and extended preferences for qualified bidders including Kentucky Correctional Industries (20 percent preference), Kentucky Industries for the Blind, and qualified nonprofit agencies serving individuals with severe disabilities (15 percent preference). All bidders must submit bids exclusively through the Kentucky eProcurement system, register with the system 24-48 hours prior to submission, and complete a Kentucky Tax Registration Application prior to award; out-of-state vendors must also provide a Certificate of Authority from the Kentucky Secretary of State. Bidders are required to submit an executed Annual Affidavit for Bidders, Offerors and Contractors certifying compliance with Kentucky campaign finance laws, tax registration and delinquency requirements, boycott prohibitions, and statutory compliance prohibitions for the previous ten years. A one percent daily deduction from invoices applies for each day delivery is delayed beyond the contracted due date, and the Commonwealth reserves the right to cancel the contract with 30 days' written notice. No incumbent vendor or budget range is identified in the available documentation.
