All work must be completed by June 30, 2026, with liquidated damages assessed at $150 per day for project delays. An optional pre-bid meeting is scheduled for April 23, 2026, at 10:00 AM at the Lansing Correctional Facility, 301 E. Kansas Ave, Lansing, Kansas. Written questions requesting clarification must be submitted to Procurement Officer Ashley Evans (Ashley.N.Evans@KS.Gov) no later than April 30, 2026, with answers issued as addenda on the Procurement and Contracts website. Bids must be submitted electronically to Procurement@ks.gov or hand-delivered to the Department of Administration, 900 SW Jackson, Suite 451, Topeka, Kansas, with a closing date of May 7, 2026, at 2:00 PM CST.

Bidders must submit completed certifications addressing immigration reform and control, sexual harassment policy compliance, Israel boycott certification, and telecommunications equipment restrictions per the John S. McCain National Defense Authorization Act of 2019, along with a current Kansas Tax Clearance Certificate and completed bidder registration. No monetary bid guarantee is required, and the project is tax-exempt with a Project Tax Exemption Certificate issued at time of award. Vendors not initially invited to participate must contact the Procurement Officer at least 24 hours prior to the closing date to request official invitation. No incumbent vendors or existing technology integration requirements are specified in the solicitation documents. The RFQ does not specify a budget range or award value, leaving pricing evaluation to the technical merit and completeness of each bidder's proposal.
