About this opportunity
The Commonwealth of Kentucky's Department of Agriculture, Division of Regulation and Inspection, issued a Request for Quotation (RFQ 758 2100000136) for the procurement of fuel testing drums to support operations throughout fiscal year 2022. The solicitation seeks quotations for 500 units of steel 1-gallon closed-head, 24-gauge unlined fuel testing drums with rust inhibitor and 3/4-inch Reike bung openings approved for hazardous goods shipping. The drums must meet specified approval standards for hazardous materials transport, and any drums found defective during use will be replaced by the vendor at no cost to the requesting agency. Vendors must submit electronically through the Commonwealth eProcurement system and be registered in the Vendor Self Service System at least 24-48 hours prior to bid submission. The RFQ was issued on June 1, 2021, with written questions due by June 3, 2021, at 10:00 AM ET and a closing date of June 10, 2021, at 1:30 PM ET. Delivery is preferred prior to June 30, 2021, to the Division of Regulation and Inspection at 107 Corporate Drive, Frankfort, Kentucky 40601, with the receiving facility equipped with adequate unloading capabilities including a loading dock, forklift, and pallet jack. Award will be made on a best value basis using a ranking approach allocating 90 points to price and 10 points to delivery, with the lowest-priced bidder receiving maximum price points and vendors delivering sooner than the standard 30 working days after receipt of order receiving delivery points up to a maximum of 10.
Vendors must submit pricing on an F.O.B. Destination Freight Prepaid and Allowed basis, excluding federal excise tax and Kentucky sales or use tax, with all proposed pricing remaining valid for a minimum of 60 calendar days after the bid due date. Kentucky resident bidder reciprocal preferences and preferences for qualified bidders apply in accordance with KRS 45A.490-494 and 200 KAR 5:410, including set-asides for Kentucky Correctional Industries and Kentucky Industries for the Blind. Prior to award, vendors must submit Revenue Form 10A100 (Kentucky Tax Registration Application), certificates of authority for foreign entities, required affidavits certifying compliance with Kentucky campaign finance laws and tax obligations, and EEO forms if applicable. All bidders must acknowledge Attachment A containing complete terms and conditions of the solicitation and submit an Annual Affidavit document attesting to compliance with Kentucky Revised Statutes provisions regarding campaign finance laws, tax compliance, and statutory requirements. The solicitation is subject to a 30-day cancellation clause and includes a 1% per day deduction from invoices for late deliveries; vendors with poor performance records in the last 12 months may be deemed non-responsible and ineligible for award. No specific budget or award value was disclosed in the solicitation documents.
