About this opportunity
The Savannah Airport Commission is soliciting qualified electrical contractors through Request for Proposal (RFP 2026-0013) to install electrical feeders from an existing pad-mounted generator to an existing manual transfer switch located at the airport's Fuel Farm facility. The scope of work encompasses the installation of new electrical feeders and associated equipment, procurement of all specified materials, and completion of all installation, testing, and commissioning activities in accordance with applicable codes, standards, and industry best practices, with the contractor responsible for furnishing all labor, materials, equipment, supervision, and services to deliver a complete and fully operational system. Proposals must be submitted through the Savannah Airport Commission's Bonfire portal by 5:00 P.M. EST on March 31, 2026, and must include nine required components: cover letter, product data sheets, shop drawings, project schedule, safety plan, as-built drawings, cost breakdown, proof of licensing and insurance, and information on three comparable completed projects within the last five years. A mandatory preproposal meeting and site visit are scheduled for March 5, 2026, at 10:00 A.M., with an additional optional site visit on March 6, 2026, at 9:00 A.M., and written questions must be submitted by March 11, 2026. Award notification to bidders is expected no later than June 1, 2026. Evaluation will be conducted by a minimum three-person panel using weighted criteria: Experience and Past Performance (25 points), Contractor Qualifications and Requirements (25 points), Cost (20 points), Safety Plan (15 points), Proposed Schedule (10 points), and Local/Small/Minority Business status (5 points), for a total of 100 points, with award based on the most responsible and advantageous respondent rather than necessarily the lowest bidder.
The City of Savannah offers a Local Small Business/Minority Business (LSBE/MBE) set-aside designation through its Savannah First Initiative, and businesses located within the geographic boundaries of the City of Savannah and holding a valid City of Savannah Business Tax Certificate may qualify for LSBE consideration, with five additional evaluation points available for this designation. Minority Business certification is also available to qualifying applicants who submit a Minority Business Certificate for validation and are registered as an LSBE with the City of Savannah. No incumbent vendors or current contractors are listed in the procurement documentation, and the project requires integration with existing airport infrastructure, specifically the existing pad-mounted generator and existing manual transfer switch at the Fuel Farm location. The Savannah Airport Commission reserves the right to reject all proposals, conduct best and final negotiations, require oral presentations, waive informalities, and terminate the contract at any time with thirty days' written notice at its sole discretion. No specific budget range or award value is disclosed in the available documentation; pricing evaluation will include lump-sum costs, itemized labor and materials breakdowns, schedules of values for progress payments, and clearly identified allowances or contingencies as submitted by proposers.
