This document is a Request for Proposal (RFP 2026-0013) issued by the Savannah Airport Commission, a public body operating under Georgia Code and serving as an operating agency of the City of Savannah. The RFP solicits qualified electrical contractors to install electrical feeders from an existing pad-mounted generator to an existing manual transfer switch at the airport's Fuel Farm location. The scope of work includes installation of new electrical feeders, equipment procurement, and completion of all installation, testing, and commissioning activities in accordance with applicable codes and industry best practices. The contractor must furnish all labor, materials, equipment, supervision, and services to deliver a complete and operational system. The proposal deadline is 5:00 P.M. EST on March 31, 2026. A mandatory preproposal meeting and site visit are scheduled for March 5, 2026, at 10:00 A.M., with an additional site visit option on March 6, 2026, at 9:00 A.M. Written questions must be submitted by March 11, 2026. Award notification to bidders is expected no later than June 1, 2026. The contract will be executed following selection, with a Notice to Proceed issued prior to work commencement, and the Commission reserves the right to terminate the contract at any time with thirty days' written notice.

Proposals must be submitted through the Savannah Airport Commission's Bonfire portal and include nine required tabs: cover letter, product data sheets, shop drawings, project schedule, safety plan, as-built drawings, cost breakdown, proof of licensing and insurance, and information on three comparable completed projects within the last five years. Pricing evaluation includes lump-sum costs, itemized breakdowns by labor and materials, schedule of values for progress payments, and clearly identified allowances or contingencies. Evaluation will be conducted by a minimum three-person panel using weighted criteria: Experience and Past Performance (25 points), Contractor Qualifications and Requirements (25 points), Cost (20 points), Safety Plan (15 points), Proposed Schedule (10 points), and Local/Small/Minority Business status (5 points), for a total of 100 points. Award will be based on the most responsible and advantageous respondent, not necessarily the lowest bidder. The Commission reserves rights to reject all proposals, conduct best and final negotiations, require oral presentations, and waive informalities at its sole discretion.
