About this opportunity

The City of Peoria Purchasing Division (on behalf of the City and County of Peoria, Illinois) is requesting sealed bids for fuel delivery services under IFB 16-26, with bids due October 8, 2026 at 2:00 p.m. The City and County prefer Vendor-Managed Inventory (VMI) with automated tank monitoring; vendors must either integrate with the agencies' existing automated tank gauging system or supply, install, and maintain their own electronic tank monitoring telemetry equipment at no additional cost to the agencies.

The scope includes delivery of unleaded gasoline (87 octane minimum or 89 octane 90-10 blend) and diesel fuel (2 Diesel Low Sulfur and/or BIO Diesel B2) to multiple municipal and county locations: Public Works Facility at 3505 N Dries Lane, Peoria Police Department at 600 SW Adams, three fire stations, Maxwell Station, and North Station in Princeville. Estimated annual consumption is approximately 450,000 gallons of gasoline and 200,000 gallons of diesel over twelve months, though these figures are not guaranteed. Vendors must guarantee delivery within 48 hours of order receipt under normal circumstances and within 12 hours for emergency requests. Orders of 7,000 gallons or more are full loads; smaller orders may be charged full-load freight rates. Vendors must provide a fixed overhead and profit markup applied to the OPIS Report base fuel price for the delivery date's terminal, furnish proof of cost using OPIS reports, and accept price changes in fractions of a cent. Fuel laboratory testing (not to exceed once per quarter) is at the bidder's expense; additional testing is at the agencies' expense.

The contract term is three years with an optional one-year extension exercisable at the discretion of both parties. Anticipated project start is November 1, 2026. The City Council will consider recommended vendors on October 27, 2026. Awards will be made to the lowest cost, responsive, and responsible bid; the City reserves the right to award to single or multiple vendors. Bidders must submit separate bid forms for tanker and transport deliveries and include the Peoria EEO Certificate of Compliance Number. Bids may be submitted in hardcopy at City Hall, Room 108 (419 Fulton St.) or electronically through BidNet.

Opportunity text

The City and County of Peoria prefer an automated replenishment servicecommonly referred to as Vendor-Managed Inventory (VMI) to eliminate the risk of fuel runouts. The selected vendor Should ideally be fully responsible for monitoring tank levels and scheduling automatic deliveries to ensure fuel levels never drop below 30% of total capacity or agreed upon level. The County currently utilizes an automated tank gauging system that transmits automated email notifications when predetermined low-fuel thresholds are breached. The vendor must supply, install, and maintain their own electronic tank monitoring telemetry equipment on all tanks listed in this bid. This system must provide real-time inventory levels directly to the vendor's dispatch system. All hardware, installation, software fees, and cellular/satellite data costs for the vendor-provided system must be born entirely by the vendor at no additional cost to the Agency.
