About this file
This Invitation for Bid (IFB 16-26) is issued by the City of Peoria Purchasing Division for fuel delivery services to support both the City and Peoria County. The City and County seek qualified vendors to supply gasoline (Unleaded 87 octane minimum or 89 octane 90-10 blend) and diesel fuel (2 Diesel Low Sulfur and/or BIO Diesel B2) to multiple municipal and county locations. Estimated annual consumption is approximately 450,000 gallons of gasoline and 200,000 gallons of diesel over a twelve-month period, though these figures are not guaranteed. Delivery locations include the Public Works Facility at 3505 N Dries Lane, Peoria Police Department at 600 SW Adams, three fire stations, and two county stations (Maxwell Station and North Station in Princeville). The IFB was issued on September 23, 2026, with sealed bids due by 2:00 PM on October 8, 2026, either in hardcopy form at City Hall (419 Fulton St., Room 108) or electronically through BidNet. A pre-bid meeting is not scheduled. The contract term is three years with an optional one-year extension exercisable at the discretion of both parties. The City Council is scheduled to consider recommended vendors for approval on October 27, 2026, with an anticipated project start date of November 1, 2026.
Vendors must provide a fixed rate of overhead and profit to be added to the base fuel price determined by the OPIS Report for the terminal used on the delivery date. Vendors are required to furnish proof of cost for any requested date using OPIS reports, with price changes allowed in fractions of a cent. Delivery within 48 hours of order receipt is guaranteed under normal circumstances, while emergency requests require delivery within 12 hours. The City and County prefer Vendor-Managed Inventory (VMI) services with automated tank monitoring to prevent fuel runouts; vendors must either integrate with the agencies' existing tank gauging systems that send automated email alerts or supply, install, and maintain their own electronic tank monitoring telemetry equipment at no additional cost to the agencies. Fuel laboratory testing (not to exceed once per quarter) will be conducted at the bidder's expense, with additional testing at the agencies' expense. Orders of 7,000 gallons or more are considered full loads; orders below 7,000 gallons may be charged full-load freight rates. The City and County are exempt from taxes except for State MFT, Underground Storage Tax, and Environmental Fees. Bidders must complete separate bid forms for tanker deliveries and transport deliveries, and all bids must include the Peoria EEO Certificate of Compliance Number. Awards will be made to the lowest cost, responsive, and responsible bid, with the City reserving the right to award to single or multiple vendors.
