About this opportunity
The Los Angeles County Metropolitan Transportation Authority (LACMTA) is requesting proposals for light duty tow service on general purpose lanes and ExpressLanes across ten geographic beats in Los Angeles County under RFP No. FS135771, with proposals due November 23, 2026 at 2:00 p.m. PDT via email to bids@metro.net. An eight percent (8%) SBE/DVBE participation goal is mandatory for proposal responsiveness; good faith efforts are not accepted if the goal is not met. A five percent (5%) Local Small Business Enterprise (LSBE) preference is applied as a price reduction to LSBE-certified prime contractors or proposers subcontracting at least 30 percent of contract value to eligible LSBE firms.
The scope comprises light duty tow service (vehicles up to 6,000 pounds GVWR) across ten service groups (FSP26-A through FSP26-J) on I-10, I-110, I-405, I-605, Route 60, Route 57, Route 71, and Route 210, with service areas ranging from 6.7 to 15.8 miles per beat. Services include towing to designated drop locations, minor mechanical repairs, fuel and water provision, debris removal, vehicle-to-vehicle electric vehicle charging capability, and roadside motorist assistance at no public cost. Total estimated service hours range from 38,491 to 82,210 hours per beat. The contract term is fifty-four months (six months mobilization plus forty-eight months operation). Pricing is based on a single fully-burdened hourly rate inclusive of overhead, profit, taxes, fuel, insurance, and all expenses. Semi-annual fuel price adjustments apply using U.S. Energy Information Administration California No. 2 Diesel prices effective April 1st and October 1st.
Proposers may bid on all ten groups but are limited to a maximum of four beats per awarded firm. Award will be made using Lowest Price Technically Acceptable (LPTA) methodology to technically qualified proposers offering the lowest hourly rate per group. Proposers must demonstrate continuous ownership or lease of a minimum of three light or medium-duty tow or flatbed trucks for three years preceding the proposal due date, hold valid General/Garage Liability, On-Hook Tow, and Workers' Compensation insurance for three years, maintain continuous Motor Carrier of Property Permits for three years, and operate a facility in Los Angeles County or within 15 miles of the county line. A mandatory unscheduled vehicle and facility inspection will be conducted at the proposer's business address during the site visit; the California Highway Patrol will perform a Level I Safety Inspection on one randomly selected vehicle from the fleet. All vehicles must be new or near-new with no more than 5,000 miles at contract start, painted white, and CHP-certified prior to service commencement.
The pre-proposal conference is October 21, 2026 at 11:00 a.m. via Microsoft Teams. Questions are due October 28, 2026; clarifications will be provided by November 4, 2026. The contract is funded with state and local funds subject to fiscal year funding availability and is subject to prevailing wage requirements, living wage policies, FTA drug and alcohol testing compliance (49 CFR Part 655), and environmental standards. All subcontractors must be pre-qualified prior to performance and must hold current Motor Carrier of Property Permits. SBE and DVBE participation credit is calculated per LACMTA's Contract Compliance Manual (Non-Federal), with 100 percent credit for SBE/DVBE own forces, 60 percent for regular dealers, and 40 percent for distributors; 30 percent commercially useful function minimum applies. Contractors must employ FSP drivers who complete two-day Initial Driver Training and eight hours annual refresher training, maintain current California Driver Licenses, Tow Truck Driver Certificates (DL-64), Federal Medical Examination Reports, and FSP Identification Cards. A zero-tolerance substance abuse policy applies both on and off duty.
